answer	answer is ministerial correction date of answer 01/08/2019 answer text <p>In September 2018, alongside the Agriculture Bill and policy statement, the Government published an ‘Analysis of the impacts of removing Direct Payments’. This provided an overview of the potential impacts to different farm types and sizes of moving away from direct payments and introducing a new system of public money for public goods.<del class="ministerial"> It also showed the potential across all sectors for farmers to become more efficient – producing more for less – as a response to any reductions in direct payments.</del></p><p> </p><p><del class="ministerial">Direct payments are untargeted, poor value for money, undermine efficiency and productivity improvements, and limit opportunities for new entrants. They have imposed unnecessary bureaucracy on farmers and can inflate rent prices. Some of our most successful and vibrant food-producing sectors of agriculture have never been subsidised. For example the poultry industry, the pig industry and the horticulture industry.</del></p><p> </p><p><ins class="ministerial">Direct payments are arbitrary payments based on land area that tend to favour larger land owners rather than smaller family farming businesses.</ins> In England we will phase out direct payments during an agricultural transition, giving time for farmers to adjust. As set out in the Online Harms White Paper the government will take action to tackle content or activity that harms users, particularly children.</p><p> </p><p>Companies will be required to take robust action to address harmful content, including self-harm content which encourages eating disorders. answer	answer is ministerial correction date of answer 01/08/2019 answer text <p>It is not possible, except at disproportionate cost, to establish the number of prisoners who have been released on ROTL to allow access to higher and further education in each of the last three years.</p><p> </p><p>There are four categories of ROTL: Resettlement Day Release (RDR), Resettlement Overnight Release (ROR), Special Purpose Licence (SPL) and Childcare Resettlement Licence (CRL). Prisons are required to record the reasons for each release on temporary licence choosing from the following options. question text	To ask Her Majesty's Government what steps they are taking to de-escalate tensions with Iran, further to fears of retaliation over the seizure of the Iranian tanker Grace 1 by the Royal Navy near Gibraltar on 4 July, and in view of the speech made by the Iranian Defence Minister on 8 July, in which he called the seizure a "threatening and incorrect action" and said that Iran "will certainly not tolerate this type of maritime piracy and it will not be left without a response".

answer	answer is ministerial correction date of answer 01/08/2019 answer text <p>Since 4th July, the UK has made strenuous efforts to support the resolution of the Grace 1 issue, which remains subject to a legal process in Gibraltar. The former Foreign Secretary spoke to the Iranian Foreign Minister on 17 July with the aim of encouraging de-escalation. However, instead of responding constructively, Iran chose to seize the Stena Impero. The former Foreign Secretary made a statement to the House on 22 July, outlining actions the UK government is taking in response.</p><p>We are clear that under international law, Iran had no right to obstruct Stena Impero, let alone board her. This incident was a breach of the principle of free navigation on which the global trading system and the world economy ultimately depend.
