<p>Revised statutory guidance on the use of the powers provided by the Anti-social Behaviour, Crime and Policing Act 2014, published in December 2017 made it clear that public space protection orders should be used proportionately and should not be used to target people based solely on the fact that someone is homeless or sleeping rough.</p>
