answer	answer is ministerial correction date of answer 29/01/2019 answer text <p>Over 80% of Defra’s agenda is affected by the UK’s departure from the European Union and as a result many roles across the Defra group are now supporting EU exit-related work, either directly or indirectly.</p><p> </p><p>As at 31 December 2018, the Defra group had recruited over 2,700 staff including fixed term appointments, interims and staff redeployed from elsewhere. Of these, circa 15 roles were on secondment. answer	answer is ministerial correction date of answer 29/01/2019 answer text <p>My Department is having a number of ongoing discussions with sector representatives on the possibility of the UK leaving the EU without a deal; over the last 3 months my officials have met with over 250 sector representatives. We are engaging with representatives from all of Defra’s sectors including food and drink, farming, fishing, the chemicals industry and vets to ensure our sectors understand the potential implications of no deal, what actions they would need to take and that they are prepared for these. answer	answer is ministerial correction date of answer 29/01/2019 answer text <p>Whilst the UK already has some of the highest animal welfare standards in the world, we are considering what more can be done in the context of our future agricultural policy. We will maintain our existing standards and look to raise standards sustainably over time as new research and evidence emerges.</p><p> </p><p>In England, we intend to develop publicly-funded schemes for farmers to deliver animal welfare enhancements beyond regulatory requirements that are not sufficiently rewarded by the market and want to provide greater transparency and certainty for consumers and for farmers. We are also looking to control exports of live animals for slaughter.</p><p> </p><p>In addition to this work related to our departure from the EU, we are planning to increase maximum sentences for animal cruelty to five years. question text	To ask Her Majesty's Government, further to the Written Answer by Lord Gardiner of Kimble on 16 January (HL12717, HL12718 and HL12719), what category of individual will be designated as an authorised signatory for export health certificates to enable products of animal origin, including (1) food for human consumption, and (2) animal by-products not intended for human consumption, to pass from the UK into the EU in the event of a no-deal Brexit.

answer	answer is ministerial correction date of answer 29/01/2019 answer text <p>Only Official Veterinarians can sign certificates for animal products intended for the EU for human consumption, except in the case of fishery, shellfish and composite products, which can be signed by a non-veterinarian (referred to as an Official Inspector in the certificates for these products). Certificates for animal by-products (not for human consumption) have to be signed by an Official Veterinarian.</p><p> </p><p>Official Veterinarians authorised to sign certificates in Great Britain are trained and authorised by the Animal and Plant Health Agency (APHA) and then employed privately.
