<p>We fully support the next steps in the inclusive political process set out by the
Special Representative of the Secretary General in his briefing to the UN Security
Council on 8 November and endorsed at the Palermo Conference on 12-13 November, including
plans to convene a wide range of Libyan stakeholders at a National Conference in early
2019. The Special Representative has said the National Conference will aim to secure
agreement on key issues relating to Libya's political transition, including the constitutional
basis for elections, the sequencing and model of elections, and the equitable distribution
of resources. We continue to engage with the United Nations Support Mission in Libya
(UNSMIL) on preparatory work for the National Conference; involving delegates who
represent a broad spectrum of Libyan society will be a key factor in its success.</p>
