<p>Local authorities are responsible for taking decisions on the eligibility of claims for the council tax disregard for those with a severe mental impairment (SMI). It is for each authority to consider, on the basis of the claim submitted, whether there are grounds for the claim to be backdated and, if so, for how long.</p>
