answer text
Parliamentary questions have been previously asked on this topic including PQ 117493 and PQ 115569. Provided they give advance notice, claimants of Employment and Support Allowance and Universal Credit can ask for their medical assessment to be recorded and the equipment will be supplied by the provider. Claimants may also use their own equipment to audio record their face-to-face consultation provided they meet certain conditions required by DWP. To protect the individual and the healthcare professional, two copies of the recording must be created, one for the individual and one for the provider. As a complete and accurate copy of the audio recording must be provided at the end of the consultation, at the moment the only acceptable formats for recording assessments are CD and audio cassette. However we are considering how we might make the recording of assessments more easily available.
more like this

answer text
The Government believes that it is important to improve competition in the banking sector and ensure consumers have the information they need to make sensible decisions about their money. The Government has established competition and conduct-focussed regulators which have broad and robust powers to enforce breaches of their rules.

On current accounts, the Government has worked with industry to deliver the Current Account Switch Service (CASS) so customers can switch where they see a better deal. Customers have switched over 4.2 million times since CASS was launched in 2013. The Government is currently supporting industry to put in place additional measures to build on and improve CASS, as part of the package of remedies proposed by the Competition and Markets Authority to improve competition in the banking sector.

On cash savings accounts, following a 2015 study of the market, which concluded that competition in the sector was not working as effectively as it could be, the Financial Conduct Authority (FCA) developed a series of measures to improve the information firms make available to consumers and to make it easier for them to switch accounts. For example, the FCA trialled a ‘sunlight’ remedy to bring to light firms’ strategies towards their longstanding customers by publishing the lowest interest rates offered on easy access cash savings accounts and easy access cash ISAs on the FCA’s website. The FCA is currently evaluating the effectiveness of the ‘sunlight’ remedy trial and considering whether any other actions may be needed to achieve more effective competition.

answer text
Six local authorities are currently exempt from statutory guidance. These are:

Hackney;

Hammersmith & Fulham;

Hartlepool;

Kensington & Chelsea;

Wandsworth; and

Westminster.

These local authorities are testing a more flexible assessment process with the aim of delivering improved outcomes and focussed interventions for children and families. Each local authority is subject to conditions including if any concerns arise about the safety of children, the flexibility may be withdrawn. These exemptions relate to the following timescales from ‘Working Together to Safeguard Children’ statutory guidance:

45 working days for completion of social work assessments;

15 working days between the strategy discussion and the initial child protection conference; and

10 working days from the initial child protection conference to the first core group meeting if a child becomes the subject of a child protection plan.

Exemption from these timescales allow for local authority innovation in service delivery and empower social workers and their managers to determine the complex balance between ‘thoroughness and depth’ and the ‘timeliness and proportionality’ of each assessment.

These trials were instigated post the 2011 Munro Review of Child Protection.

All local authorities are monitored through regular Ofsted inspection regimes.
