answer text <p>We want to strengthen the rights of rail passengers to get compensation for poor service. The Consumer Rights Act will allow rail passengers to challenge compensation amounts awarded for delays and cancellations where the train operator is at fault.</p><p> </p><p>Train operators’ existing compensation schemes will continue to provide the main means of redress for passengers after 1 October 2016, when the Act comes into force for all transport providers. We will continue to work with train operators to improve their compensation schemes.</p> more like this

answer text <p>Mobility scooters have to comply with the prescribed conditions and requirements set out in the ‘Use of Invalid Carriages on Highways Regulations 1988’ which divides them into two main categories.</p><p> </p><p>The Class 2 type can travel at 4mph and is primarily intended for use on the footway or footpath. 4 mph is considered appropriate for pavement use as it is akin to a brisk walking pace.</p><p> </p><p>The Class 3 type can travel on the road at up to 8 mph, but must have the facility via a limiter to be driven at no more than 4 mph when used on the footpath.</p><p> </p><p>Users of new or second hand Class 3 vehicles are required to register their vehicles with the Driver and Vehicle Licensing Agency (DVLA) for use on public roads. However, there is currently no requirement to display the vehicle registration number on the scooter and I have no plans to change this.</p><p> </p><p> </p> more like this

answer text <p>In its National Infrastructure Plan of December 2013, the government confirmed that it would be taking forward the surface access measures recommended by the Airports Commission to make best use of existing capacity at London airports.</p><p> </p><p>For Stansted, work to examine potential upgrades to rail infrastructure between London, Stansted and Cambridge has been taken forward by the West Anglia Taskforce, which was established by the government and the Mayor of London to consider this issue and the benefits it might generate.</p><p>The Taskforce published its recommendations and a suggested timetable for action in July.</p><p> </p><p>Rail services to Stansted will also be enhanced through the new East Anglia franchise. This will bring a number of improvements for passengers travelling to the airport, including new trains with free Wi-Fi from February 2019 and a minimum 12.5% reduction in anytime return fares and anytime single fares on the Stansted Express by early 2017. By early 2018, passengers will be able to purchase tickets via a dedicated Stansted Express website, to be delivered to their mobile devices for validation. There is flexibility within the new franchise for the train operator to introduce services to different parts of London if market demand for this emerges.</p>
