answer	answer is ministerial correction date of answer 04/09/2014 answer text <p /> <p /> <p>Determinate sentence prisoners are not allocated to open prisons with more than two years to serve to their expected release date.</p><p> </p><p>Categorisation and allocation to open prison is never an automatic progression. Public protection is foremost in the decision making process.
