answer text
Sector-based work academies were launched in August 2011 in England and January 2012 in Scotland. Regular statistical releases on sector-based work academies, covering participation by those on legacy unemployment benefits, began in 2011 and ended in 2017. These statistics can be found here: https://www.gov.uk/government/statistics/employment-schemes-work-experience-sector-based-work-academy-and-skills-conditionality-starts-to-november-2017

The scheme was relaunched as Sector-based Work Academy Programmes (SWAPs) in July 2020 as part of the Government’s Plan for Jobs. Due to data limitations, we are unable to provide a geographical breakdown for SWAPs that took place before the start of the 2021/22 financial year.

Data for the financial years 2021/22, 2022/23 and 2023/24 to date shows that, as of 28 January 2024, there were a total of 266,330 starts to a Sector-based Work Academy Programme. The breakdowns of these starts are provided in the attached tables. Final start figures for 2023/24 will be available early next financial year.

Notes on the data:

Attached are tables listing the number of SWAP starts to date by Country, Region, Local Authority, Sector and Age band. The figures used are correct as of 28 January 2024 and these figures have been rounded according to departmental standards.

These figures reflect the number of starts by claimants in receipt of Universal Credit (UC), Jobseeker’s Allowance (JSA), Employment and Support Allowance (ESA) or Income Support (IS).

It is important to note that the information provided shows the current home location of the person who has started a SWAP. For starts by those in receipt of JSA, ESA or IS, due to data limitations a location cannot be assigned to these starts and as such they are categorised as unknown within the figures. SWAPs are run in England and Scotland, where a person’s current home location is outside of this they have also been categorised as unknown.

Although care is taken when processing and recording SWAP starts, the data collected might be subject to the inaccuracies inherent in any clerical recording system, but is provided in the interests of transparency.

answer text
The requested analysis of Universal Credit claims with deductions, in the 2022-23 financial year, by Local Authority in Great Britain (GB) is provided in the separate spreadsheet, with the following points to note:

1. Average deduction amounts have been rounded to the nearest £1 and proportions have been rounded to the nearest percentage point. The sum of individual constituencies may not sum to the total figure due to rounding.

2. Deductions include advance repayments, third party deductions and all other deductions, but exclude sanctions and fraud penalties which are reductions of benefit rather than deductions.

3. The' unknown' parliamentary constituency label relates to claims for which a constituency could not be determined due to incomplete postcode information. Unknown parliamentary constituency accounts for 0.4% of all UC households.

4. "Advances" include all four UC advance types: New Claim, Benefit Transfer, Budgeting and Change of Circumstances.

5. The table includes the number of distinct Universal Credit households subject to a deduction in the period 2022-2023. Any household with deductions in more than one assessment period within the period requested will only be counted once. Deduction amount represents the total deduction taken for a particular household. Where a household has multiple deductions in the same assessment period these figures provide the total of all deductions taken.

6. Figures are provisional and are subject to retrospective change as later data becomes available.

answer text
The Local Housing Allowance (LHA) determines the maximum housing support for tenants in the private rented sector. LHA rates are not intended to cover all rents in all areas. Data on local LHA rates and averages can be found in the attachments provided.

In 2020 we spent almost £1 billion increasing LHA rates. These rates were aligned to the 30th percentile of market rents in Broad Rental Market Areas (BRMA) across the country, therefore in those areas with higher rent costs this is reflected in higher LHA rates for that BRMA. In 2022/23, the Government is projected to spend around £30 billion to support renters. This is approximately 1.4% of GDP, more than any other OECD country, with the next highest being 0.9% of GDP.

Information on the legislation increasing LHA rates to 30th percentile in April 2020 can be found here. Information on the legislation maintaining LHA rates at their current rates for 2023/24 can be found here.

For those who face a shortfall in meeting their housing costs and need further support, Discretionary Housing Payments (DHPs) are available from local authorities. Since 2011 the Government has provided nearly £1.6 billion in DHP funding to local authorities.

We recognise that rents are increasing. However, the challenging fiscal environment means that difficult decisions have been necessary to ensure support is targeted effectively. Overall, the Government is providing total support of over £94 billion over 2022/23 and 2023/24 to help households and individuals with the rising cost of living.
