Schools and colleges have an important role in preparing children and young people for life in modern Britain. This involves supporting them to understand the society in which they are growing up and teaching about respect for other people and tolerance.</p><p> </p><p>The Government expects schools to take a strong stand against all forms of bullying and discrimination and tackling it at the earliest opportunity to prevent it from escalating, particularly given the impact it can have on pupils, both emotionally and physically. Schools should develop their own approaches for monitoring bullying and discriminatory incidents and exercise their own judgement as to what will work best for their circumstances. We expect schools to support pupils affected by hate crimes and bullying as necessary.</p><p> </p><p>The Government has continued to take action to support schools in this area. This work has included projects targeting bullying of particular groups, such as those with SEND and those who are victims of hate related bullying, along with a project to report bullying online.</p><p> </p><p>In extreme circumstances, where schools are concerned that an incident of bullying or discrimination may amount to a criminal offence, they should report this to the police.</p><p> </p><p>Victims may wish to seek contact from an organisation to provide them with support suitable to the victim’s needs. The Home Office is also allocating an additional £2 million in funding announced by the Home Secretary to support technological capability such as specialist helplines and websites.</p><p>We have also launched a new campaign to signpost victims to the support services available. We fully recognise the severe impact it has on children and young people, and that many of them may feel even more vulnerable if they are unable to attend school. Ensuring that vulnerable children remain protected is a top priority for government.</p><p>We want to prioritise supporting those most in need at this very difficult time, and we will therefore work with schools and local authorities to help identify the children who most need that support.</p><p>Local authorities have the key day-to-day responsibility for delivery of children’s social care. This country has a proud history of allowing free speech, but the right to peaceful protest does not extend to harassment or intimidating behaviour and the law currently provides protection against such acts.</p><p>The Home Office takes the matter of protesters outside abortion clinics extremely seriously. That is why we carried out an in-depth assessment to understand the scale and nature of protests outside abortion clinics to establish whether more should be done to protect those requiring an abortion. The previous Home Secretary set out his position on 13 September 2018 through a Written Ministerial Statement. Migrant Help are the provider for AIRE. AIRE was implemented on 1 September 2019.</p><p>As this is a new contract, internal operational data from Migrant Help Is not yet ratified and cannot be shared at this point. We recognise that call waiting times are currently outside Service Level Standard and we are working with Migrant Help to support them in addressing this. This includes the collation and dissemination of good practice and developing guidance on the use of Impact Statements for Business, which give victims of business crime the opportunity to set out the impact the crime has had on the business, including, for example, financial loss.
