answer text <p>Enquiries relating to Personal Independence Payment (PIP) can come through various channels and relate to many different areas of work. An enquiry could be made for a range of reasons and could involve several contacts or multiple requests. For these reasons we are unable to provide an average response time.</p><p> </p><p>For telephony enquiries we operate a service where most enquiries are handled at the point of contact in real time by our Case Workers on the PIP enquiry line. Some enquiries will be forwarded (transferred) to more experienced colleagues or specialists, and in a very small number of cases a call back may be needed.</p> more like this

answer text <p>Where there is sufficient available evidence, Personal Independence Payment assessments are carried out via a paper-based review, without the need for a formal consultation. Health professionals can also seek additional information from claimants, GPs, or other supporting health professionals, where this might help them complete a paper-based review.</p><p> </p><p>If a consultation is required this can be completed either face-to-face, via telephone, or via video call, and assessment providers will aim to identify claimants who need a specific assessment type.</p> more like this

answer text <p>The Personal Independence Payment (PIP) assessment criteria account for fluctuations by considering an individual’s ability to undertake 12 specific daily activities over a 12-month period.  It is essential for the assessment to accurately reflect the impact of variations in an individual's level of impairment - this is important for all health conditions and impairments, not only those which more typically fluctuate. For each activity, if a descriptor applies more than 50 per cent of the time, that descriptor should be chosen.</p><p> </p><p>All health professionals are required to assess individuals in line with the statutory requirements, including: whether an individual can complete each of the 12 activities; the manner in which they can do it; and whether they can complete each activity “safely, to an acceptable standard, repeatedly and in a reasonable time period”.</p><p> </p><p>Many of the changes set out in Transforming Support: The Health and Disability White Paper aim to improve our assessment of fluctuating conditions, such as the way we use medical evidence, and developing the capability of our assessors. We will also explore options for introducing a new way of gathering evidence of fluctuation in a person’s condition before their assessment.</p>

answer text <p>Regulation 7 of the PIP 2013 regulations sets out the legal requirements relating to assessments for those with a fluctuating condition; this is reflected in the PIP Assessment Guide.</p><p> </p><p>For each activity, if a descriptor applies on more than 50 per cent of the days in a 12-month period, that descriptor should be chosen. answer text <p>We are committed to ensuring people can access financial support through Personal Independence Payment (PIP) in a timely manner. We prioritise new claims, while ensuring</p><p>claimants awaiting award reviews remain in payment until we can make a decision.</p><p> </p><p>We always aim to make an award review decision as quickly as possible, considering the need to review all available evidence, including that from the claimant.</p><p> </p><p>In addition, and in order to improve the service across all PIP activities, we are also:</p><p> </p><ul><li>using a blend of phone, video and face-to-face assessments to support customers and deliver a more efficient and user-centred service;</li><li>increasing case manager and assessment provider health professional resource;</li><li>making decisions on award reviews where it is safe to do so, without the need to refer the review to an Assessment Provider.</li></ul><p> </p><p>Claimants are asked to contact us if their condition changes so their review can be looked at more quickly.</p>

answer text <p>Claimants are expected to contact the DWP if their circumstances change, including notification of periods abroad. Periods abroad may affect a claimant’s entitlement to Personal Independence Payment (PIP), so we need to know the date a claimant is leaving the country, how long they are planning to be out of the country, which country they are going to, and the purpose of the visit.</p><p> </p><p>We have record levels of demand for PIP, and in turn this has increased pressure on the PIP Helpline. To meet this additional demand, significant recruitment activity has been taking place which is having a positive impact on calls answered and wait times.</p> more like this

answer text <p>The Public Sector Equality Duty (PSED) places a legal duty on the DWP to consider how its decisions impact differently on different people and in particular those with protected characteristics under the Equality Act 2010. While an Equality Impact Assessment (EIA) is not a legal requirement of the PSED, it is one of the ways a department can demonstrate consideration of, and compliance, with its duty.</p><p> </p><p>Prior to the introduction of Personal Independence Payment (PIP), an EIA, including against ethnicity, was completed which can be found here <a href="https://www.gov.uk/government/publications/disability-living-allowance-reform-equality-impact-assessment" target="_blank">Disability Living Allowance reform – equality impact assessment - GOV.UK (www.gov.uk)</a>. EIAs are carried out in relation to significant proposals or changes to PIP, the most recent of which was in 2022. The Family Resources Survey, published annually, also contains ethnicity data by benefit, including PIP.</p>
