answer text <p>Ensuring older people have access to the right homes that suit their needs can help them to live independently for longer and feel more connected to their communities. We are committed to improving the diversity of accommodation available for older people, so that they can choose the best housing option for them, in the places they want to live.</p><p>Boosting the supply of a range of specialist housing across the country will be key to achieving this aim. We are investing £11.5 billion in the new Affordable Homes Programme, which includes the delivery of specialist or supported housing, including retirement housing.</p><p>A new government taskforce, as announced in the Levelling Up White Paper, will look at ways we can provide greater choice, quality and security of housing for older people. Further details on the scope of the taskforce work will be confirmed in due course.</p><p>We are committed to driving up standards in private rented accommodation for all tenants and we will be consulting on introducing a legally binding Decent Homes Standard in the Private Rented Sector and a landlord register. We will publish a White Paper in Spring this year that will set out our proposals for reform of the private rented sector.</p>

answer text <p>Remediation of buildings with unsafe cladding must be carried out by professionals with appropriate competence and experience, and anyone applying for public funds is required to demonstrate that their remediation plan meets those requirements. Demand for those professionals is high and the Government is working with industry to increase the supply of trained professionals</p><p><br> We are supporting industry-led work to raise competence standards for safety-critical roles, including fire engineers, structural engineers, installers and fire risk assessors and provisions in the Building Safety Bill will increase competence requirements. We are supporting industry-led work to upskill professionals in those roles, including investing nearly £700k to train assessors to carry out valuations where EWS1 forms are required (over 1,000 people now enrolled in a Royal Institution of Chartered Surveyors course).</p> more like this

answer text <p>Through the Building Safety Bill, we will be ensuring that building owners of higher-risk buildings have clear accountabilities for managing building safety as Accountable Persons. Residents will have a clear voice under the new regime and will be empowered to hold their Accountable Person to account, with the ability to raise complaints for breach of accountable person duties, and escalate such complaints to the regulator.</p><p>The new Building Safety Regulator will enforce the more stringent regulatory regime for higher-risk buildings and oversee the safety and performance of all buildings.</p><p>The Government funds the Leasehold Advisory Service (LEASE) to provide free and independent advice to leaseholders, including those affected by building safety issues. This aims to help them make informed decisions on next steps and engage confidently with freeholders, developers and managing agents. Advice is open to all and there is no limit on the amount of advice an individual can seek to support their chances of achieving the best possible outcome in their case.</p><p> </p>

answer text <p>We have tabled amendments to the Building Safety Bill to give the Secretary of State the power to stop new planning permissions being developed by major residential developers who have not committed to act responsibly to resolve the building safety crisis. <br> <br> If a qualifying developer does undertake development, this would be a breach of planning control and subject to enforcement action. <br> <br> Any planning permission that is granted for land owned by these developers would remain valid; this would enable this land to be sold to responsible developers to be developed by them instead.</p> more like this

answer text <p>The list of statutory consultees is under constant review. Whilst particular organisations or bodies might not be statutory consultees on planning applications, they can work proactively with local councils to identify developments where they might have an interest and can comment on proposals within the statutory public consultation period. The decision to grant or refuse a planning application ultimately rests with the local planning authority, who will take into account all relevant planning considerations and not just the advice from one consultee.</p><p>It is important that local planning authorities prepare, and keep up to date, a local plan as the primary basis for identifying what development is needed in an area. answer text <p>Planning law requires that applications for planning permission be determined in accordance with the local development plan, subject to other material considerations. These considerations include advice received from statutory consultees, as well as the National Planning Policy Framework (NPPF). The local planning authority must take into account and weigh up all the material planning considerations in reaching its decision.</p><p>The NPPF is clear that inappropriate development in areas at risk of flooding should be avoided. Where development is necessary, it should be made safe for its lifetime without increasing flood risk elsewhere.</p><p>As part of the planning determination process, we expect local planning authorities to take flood risk advice from the Environment Agency and lead local flood authority seriously. Statutory consultees do not have a veto on new development. It is for the local planning authority, which is democratically accountable to the local electorate, to take planning decisions on development in its area. As an added safeguard, where a local planning authority is minded to approve a planning application for major development in a flood risk area against an outstanding Environment Agency objection on flood risk grounds, that application must first be referred to the Secretary of State to consider whether it should be called-in.</p><p>Furthermore, as part of our wider ambitions for an improved planning system we intend to review the National Planning Policy Framework to ensure that it contributes to climate change mitigation and adaption as fully as possible.</p>
