answer text <p>The Department has had representations from the Royal National Institute of Blind People and received letters from the Royal College of Ophthalmologists, Clinical Council for Eye Health Commissioning, All Party Parliamentary Group for Eye Health and Visual Impairment and the Chair of the Health Select Committee.</p><p> </p><p>There are currently national rules in place that should ensure if a patient’s planned follow on appointment is postponed their wait is actively monitored. In light of concerns that patients may be suffering avoidable sight loss due to delays in follow up appointments, Departmental officials are currently working with NHS England to assess the situation.</p><p> </p> more like this

answer text <p>As announced in the England Tobacco Control Plan published 18 July 2017, the Department will monitor the impact of regulation and policy on e-cigarettes and novel tobacco products in England, including evidence on safety, uptake, health impact and effectiveness of these products as smoking cessation aids, to inform our actions on regulating their use.</p><p> </p><p>Public Health England will continue to provide the evidence annually on e-cigarettes and other novel nicotine delivery systems until the end of Parliament in 2022 and will include within quit smoking campaign messages about the relative safety of e-cigarettes compared to smoking.</p><p> </p><p>The Department has published guidance on Article 20(5) of the EU Tobacco Products Directive covering restrictions on advertising electronic cigarettes. That guidance states that “a public health campaign about relative risks of e-cigarettes versus tobacco products by Public Health England or local stop smoking services are not advertisements made in the course of a business and therefore not covered by these restrictions”. The review confirmed that NICE would undertake a partial update of the guideline on atrial fibrillation.</p><p> </p><p>We understand that NICE intends to commission the update in early 2018, and that, once commissioned, NICE will have a better idea of the timescale, including a start date, for the update. There will be a consultation on the draft guidance but NICE cannot yet confirm a timetable. The dates for the consultation will become available on the website in due course.</p><p> </p><p>Information about the number of general practitioners (GPs) not providing anticoagulation therapy to all suitable people with atrial fibrillation is not held centrally.</p><p> </p><p>NHS England is promoting the use of GRASP-AF (Guidance on Risk Assessment and Stroke Prevention for Atrial Fibrillation) within GP practices in England. GRASP-AF is an audit tool developed by and trialled in the National Health Service, which greatly simplifies the process of identifying patients with atrial fibrillation who are not receiving the right management to help reduce their risk of stroke. To support this work, an analysis of the costs and benefits of using the anticoagulant drug warfarin to help prevent stroke in people with atrial fibrillation was published in 2015.</p>

answer text <p>The Bacillus Calmette-Guérin (BCG) immunisation programme is a risk-based programme, with the key component being the neonatal programme which targets those most at risk from or exposure to tuberculosis. The BCG vaccine is also offered to at risk individuals under the age of 16. There are no plans to extend this further.</p> more like this

answer text <p>There are currently no plans to set up a taskforce on lung health. However, the Government’s Mandate to <a href="https://en.wikipedia.org/wiki/NHS_England" target="_blank">NHS England</a> includes a requirement to achieve a significant reduction in avoidable deaths by 2020. Reducing premature mortality rates among patients with lung disease will play an important part in this. There are a range of initiatives being taken forward that will support reducing mortality rates amongst patients with lung disease.</p><p> </p><p>NHS England advises that the National Institute for Health and Care Excellence is currently producing new guidelines on asthma and Chronic Obstructive Pulmonary Disease (COPD) and the ongoing National Audit on COPD will be joined by one on asthma next year.</p> more like this

answer text <p>NHS England is developing a diabetes transformation dashboard which will be used to monitor outcomes of the allocations made through the transformation funding. The diabetes transformation dashboard will pull together data from a number of sources to enable short-term indicators of effectiveness, as well as long-term outcomes to be monitored.</p><p> </p><p>NHS England developed a Best Possible Value framework to inform the allocation of funding to clinical commissioning groups and Sustainability and Transformation Partnerships. This approach aimed to place consideration of value to populations, to patients and to taxpayers at the heart of decision-making. It aimed to identify where the potential for improvement was greatest. The approach to allocation of funding also included consideration of existing inequalities in service provision.</p> more like this
