answer text <p>The National Institute for Health and Care Excellence (NICE) is responsible for making decisions on the clinical and cost effectiveness of treatments. These can be very difficult decisions, and are made on the basis of very careful consideration of the evidence and public consultation. After considering the feedback from its consultation, NICE issued guidance in July 2016 which did not recommend Orkambi to treat cystic fibrosis. The decision was based on the evidence and price proposal provided by Vertex at the time of the appraisal.</p><p> </p><p>The guidance will be reviewed again in 2019. This review can be brought forward where there is new evidence that is likely to impact on the current recommendations, or if the company puts forward a proposal that demonstrates their drug is cost-effective.</p> more like this

question text To ask the Secretary of State for Health, pursuant to the Answers of the 15 November and 4 December 2017 Questions 112444, 116407 and 116409, on which date free prescription forms will be amended to include universal credit; and if he will urgently issue instructions to staff so that they do not require that universal credit claimants to declare that they are in receipt of a benefit which has not been awarded to them but instead to advise those claimants that any box on the prescription form can be ticked with the words next to it crossed out and universal credit written in their place until that benefit is named on revised prescription forms. more like this

answer text <p>The Department cannot yet confirm an exact date for the revised FP10 (National Health Service prescription form) coming into circulation. The new form will be printed in 2018 and will be circulated as soon as it becomes available.</p><p> </p><p>Universal Credit claimants who meet prescribed thresholds for free prescriptions must tick the box entitled, “gets income-based Job Seeker’s Allowance”. The post exemption checking service at the NHS Business Services Authority cannot recognise Universal Credit claimants as being entitled to free prescriptions if they tick an alternative exemption category on the FP10 prescription form. If they did so, a Penalty Charge Notice could be issued.</p><p> </p><p>The current prescription exemption checking service that is in place at the NHS Business Services Authority allows the NHS to effectively tackle prescription fraud and error made by patients, and recover associated monies for the NHS.</p><p> </p><p>The Department will not make any changes to these arrangements at this time.</p>

answer text <p>The FP10 (National Health Service prescription form), GOS1 (NHS Sight Test form) and GOS3 (NHS Optical Voucher form) are being revised to include an exemption box for Universal Credit (UC). All forms will be printed in 2018 and will be circulated as soon as existing stocks are depleted. In the meantime, advice for patients in receipt of UC who meet criteria for help with health costs, should tick the box labelled Income-based Jobseeker’s Allowance on the FP10/GOS1 or GOS3 and where possible, show their UC award notice as evidence of their entitlement.</p> more like this

answer text <p>National Health Service prescription forms (FP10) and claims for NHS funded sight tests (GOS 1) and for vouchers for glasses or contact lenses (GOS 3) will be amended to include a Universal Credit box in due course. Some NHS Help with Health Costs claim forms, for example HC5 refund claim forms, have already been amended to include a specific tick box to enable Universal Credit recipients to claim entitlement. All versions of dentistry claim forms were updated on 1 April 2016, to include a tick box for Universal Credit.</p><p> </p><p>A patient can currently make a claim for entitlement if in receipt of Universal Credit by ticking the “gets income based Jobseekers Allowance” on relevant forms. Guidance for both the public and healthcare practitioners (such as pharmacists, dentists and, opticians) has been included on NHS Choices with links from the Universal Credit webpages on Gov.uk.</p> more like this
