answer text <p>Funding for the multi-year (2018/19 – 2020/21) Agenda for Change (AfC) pay and contract reform deal was confirmed alongside the Government’s announcement via a Written Ministerial Statement (<a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2018-06-27/HCWS803/" target="_blank">HCWS803</a>) laid before the House on 27 June 2018 that the Government was accepting the collectively agreed deal. This statement followed the previous Written Ministerial Statement (<a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2018-03-21/HCWS574/" target="_blank">HCWS574</a>) laid before the house on 21 March 2018 in which additional funding for the AfC deal was committed to should trades union members agree to the deal.</p><p>In line with the Chancellor’s commitment at Budget 2017, the Government released the £800 million already set aside to support the first year of the deal for 2018/19 in England.</p><p>Funding for the remaining two years of the deal (2019/20 and 2020/21) has been made available as part of the long-term funding settlement for the National Health Service.</p><p> </p><p> </p><p><strong> </strong></p><p><strong> </strong></p>

answer text <p>Funding that is made available through the Provider Sustainability Fund is a recurrent part of the NHS Long Term Plan funding settlement.</p><p> </p><p>The way in which the funding is being deployed is however changing and this means it is non-recurrent at the level of individual providers. For example, there has been a £1.2 billion reduction in the Fund in 2019-20, but this remains available to the National Health Service and has been transferred to urgent and emergency care tariff prices and the Financial Recovery Fund.</p><p> </p><p>NHS England and NHS Improvement have set out in this year’s NHS Operational Planning and Contracting Guidance that their ambition is that this will be the last year of Provider Sustainability Funding.</p> more like this

answer text <p>We have seen an improvement in the provider deficit from £991 million in 2017-18 to £827 million.</p><p>We recognise that it is important that the provider sector balances and there is still much more to do. The National Health Service has committed to returning the provider sector to balance, as well as all providers, as part of its NHS Long Term Plan, supported by the new cash terms funding commitment of £33.9 billion by 2023-24.</p><p>It is misleading to infer the financial health of the provider sector from changes in the reported underlying deficit. The purpose of calculating of an underlying deficit is to use as a baseline for planning purposes for individual trusts. Adjustments made to construct this figure include the removal of funding that is recurrent in the national NHS budget (but not for individual trusts), for example the Provider Sustainability Fund, which grew from £1.8 billion in 2017-18 to £2.45 billion in 2018-19. The growth in the underlying deficit simply reflects a growth in this recurrent income stream.</p><p> </p>
