answer	answer is ministerial correction date of answer 03/07/2019 answer text <p>Funding for local government services, including children’s services, is set at Spending Review and made available through the Local Government Finance Settlement. This funding is largely unringfenced, enabling local authorities to target spending according to local needs. Local authorities used this flexibility to increase spending on children and young people’s services from £9 billion in 2015-16 to around £9.4 billion in 2017-18. <br> <br> We do not hold data for 2018-19 or for local authorities spend on services for children and young people’s mental health. Nevertheless, the statutory guidance sets out local authorities’ duty to make sure each child they look after has a health assessment of their physical, emotional and mental health needs. The Department’s preferred measure of local government funding is Core Spending Power. The latest evaluation shows that the programme has helped to reform local services and improve outcomes for vulnerable children and families across a number of measures, including a reduction in the proportion of children on the programme going into care by a third and a 15 per cent reduction of juvenile convictions. answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>The Troubled Families Programme is a £920 million programme to help up to 400,000 families with multiple and complex needs, including those at risk of becoming involved in crime and serious violence. The Supporting Families Against Youth Crime Fund has provided a further £9.8 million to help 21 places further enhance how their local Troubled Families Programme helps tackle youth violence and gangs. Each of the projects are designed to respond directly to the needs of their community and so the support provided to families varies in each local area. They include diversionary activities such as boxing and residential courses, resilience building, out of hours mentors, conflict resolution and whole family counselling.
