answer text <p>Rather than setting out a list of specific medical conditions, the criteria to identify those for whom reassessments are no longer required, is based on identifying claimants with the most severe health conditions and disabilities, where it would be unreasonable to expect the individual to undertake any form or amount of work or work related activity.</p><p> </p><p>We already have support in place for ESA claimants who are diagnosed with a terminal illness, where as a consequence of that disease their life expectancy is reasonably believed to be six months or less. They will not need to have a face-to-face assessment, and will be treated as having limited capability for work-related activity and will be placed in the Support Group, where they are not required to take part in any work-related activity. We also have fast track rules which mean their claim must be processed as soon as possible, and they receive the higher rate of benefit immediately.</p> more like this

answer text <p>Since August 2017 we have been focussing on more proactive case management to reduce delays and speed up the clearance of mandatory reconsiderations for personal independence payment. A similar exercise for mandatory reconsiderations for employment and support allowance has started, looking at the entire journey from when the customer first challenges the Department’s decision, from which we expect to be able to identify opportunities to reduce delays in the current process and speed up clearance of mandatory reconsiderations.</p><p> </p><p>The median monthly clearance time for employment and support allowance mandatory reconsiderations in July 2017 was 13 days, 1 day less than in April 2017. However it is important that sufficient time is allowed for customers to provide any additional evidence that will help to support their case. Accordingly there is no target time for clearing mandatory reconsiderations – each is done without delay, but based on its merits.</p> more like this

answer text <p>Since the Centre for Health and Disability Assessments took over the contract to carry out assessments in March 2015, they have made a number of improvements to claimants’ experience of assessments, including:</p><p> </p><ul><li>Increasing the number of Healthcare Professionals by around 70% since the start of the contract, thereby ensuring that claimants go through the assessment process more quickly; and,</li><li>Increasing the number of assessment rooms used so that they can see more people at more locations.</li></ul><p> </p><p>As a result of these improvements, the time taken from referral to the supplier to the claimant receiving a face-to-face Work Capability Assessment has more than halved since the start of the contract.</p> more like this

A programme of work is currently underway to look into what information on ESA waiting times is available to publish as official statistics on the ESA-WCA process. When a decision has been made DWP Statisticians will pre-announce the statistics in accordance with the UKSA release protocols.</p><p> </p><p>The Labour Market statisticians are currently working on producing some published statistics based on the Median clearance times for the initial part of the customer journey.</p> more like this

answer text <p>The Department robustly monitors the performance of contracted suppliers and assessments are independently audited to ensure that the advice provided to the Department’s decision makers is of suitable quality, fully explained and justified. Assessment reports deemed unacceptable are returned to the provider for reworking.
