answer text <p>The Government recognises that the public sector should set a strong example by paying promptly. Under the prompt payment policy, public sector bodies are required to include 30-day payment terms in new public sector contracts; and this payment term must be passed down the supply chain. They are also required to publish annual payment performance data.</p><p> </p><p>While there is no provision to issue fines or penalty notices to public sector bodies that do not adhere to the prompt payment policy, we encourage businesses to report poor payment practice and instances of late payment in public sector contracts in breach of contract terms, to the Public Procurement Review Service, who will investigate. The service also undertakes its own proactive investigations into payment performance.</p><p> </p><p>Following a public consultation, in November 2018 a new prompt payment initiative was announced to ensure all Government suppliers and subcontractors benefit from being paid on time. For the first time, failure of companies to demonstrate prompt payment to their suppliers could result in them being prevented from winning government contracts. <br></p><p>Coming into force in September 2019, this will ensure the Government only does business with companies who pay their suppliers on time, many of which are small businesses. The move will promote a healthy and diverse marketplace of companies providing public services</p><p> </p>

answer text <p>One Public Estate is a programme delivered in partnership by the Office of Government<br>Property, within Cabinet Office, and the Local Government Association. The programme<br>currently employs 29 members of staff across the two organisations</p><p>The Office of Government Property employs 12 civil servants within the One Public Estate<br>programme, of which two are employed at 0.5 full time equivalent (FTE), equating to a total of 11 FTE posts. In addition, the programme is currently recruiting two vacant Office of Government Property posts.</p><p>The total staffing and IT costs for the One Public Estate programme in 2018/19 were<br>£1,882,195. answer text <p>The Principal Cyber Security Risk Consultant is a highly specialised role focussed on the information and cyber security of the digital services GDS builds, operates and uses.</p><p> </p><p>This is an interim role of 12 months. answer text <p>The Civil Service is committed to being a leading employer on mental health support and to the<br>positive health and wellbeing of all our staff. This includes providing specific support to those who<br>suffer with mental health problems. This approach enables employees experiencing mental ill<br>health to remain in work or return to work following a period of absence and includes<br>recommendations for workplace adjustments and signposting to other mental health services</p><p>The Civil Service has a network of an estimated 4,600 Mental Health First Aiders (MHFA’s) or<br>equivalent who are equipped with the knowledge to recognise early symptoms and provide initial<br>help to colleagues experiencing mental health concerns</p><p>All departments have access to Occupational Health Services, which provide support and advice to<br>managers and employees in respect of mental ill health. The Civil Service also provides access for<br>all employees to Employee Assistance Programmes (EAP) or equivalent, for counselling and other<br>mental health support</p><p>In addition, the Civil Service has improved its use of data to monitor and respond to mental health<br>trends in the workplace, raised awareness and enhanced the range of workplace adjustments<br>available to staff with poor mental health. It has invested in training for senior leaders and line<br>managers to create a more supportive and preventative culture towards mental ill health in the<br>workplace.</p>
