answer text <p>The draft statutory guidance on taxi and private hire vehicle licensing which the Department is consulting on is made using powers in the Policing and Crime Act 2017. Section 177 of the Policing and Crime Act 2017 enables the Secretary of State to issue guidance to public authorities as to how their licensing functions under taxi and private hire vehicle legislation may be exercised so as to protect children, and vulnerable individuals who are 18 or over, from harm. The Department does not believe that prohibiting vehicles from undertaking journeys which do not take place or end in the area in which they are licensed falls within scope of the section 177 powers.</p><p>In the response to the report by the Chair of the Task and Finish Group on Taxi and Private Hire Vehicle Licensing Government agreed with the principle that all taxi and private hire vehicle journeys should start and/or end within the area that issued the licences, and set out that further consideration will be given to how this might best work in practice, with a view to legislation.</p>

answer text <p>Licensing authorities have a duty to ensure that any person to whom they grant a taxi or private hire vehicle driver’s licence to is a fit and proper person to hold such a licence. Licensing authorities remain responsible for ensuring that the drivers they license remain fit and proper throughout the period of the licence.</p><p>The draft statutory guidance to be issued to licensing authorities which Government is currently consulting on recommends measures to ensure authorities are aware of new information that may affect the suitability of individuals to hold a licence, such as clear complaint processes and biannual enhanced Disclosure and Barring Service checks including the barred lists.</p><p> </p> more like this

answer text <p>On the 12<sup>th</sup> February the Government responded to the report of the chair of the Task and Finish Group on Taxi and PHV licensing, confirming its support for mandating disability awareness training for taxi and PHV drivers as part of National Minimum Standards, and committing to bringing forward legislation when Parliamentary time allows.</p><p> </p><p>For the majority of the protections provided by the Equality Act 2010 it is for the individual who believes they have been discriminated against to personally seek advice or redress by bringing the case to court. Individuals may wish to begin this process by contacting the Equality Advisory and Support Service (EASS) which provides free bespoke advice and in-depth support to individuals with discrimination concerns.</p> more like this

The impact assessment that accompanies the Department’s consultation on statutory guidance for local licensing authorities considers in-vehicle CCTV and the costs and benefits of this. answer text <p>The international nature of the shipping industry means that regulatory solutions to curb the environmental impacts of international shipping need to be delivered globally.</p><p> </p><p>The International Maritime Organization (IMO) undertook an extensive review before finalising the 2020 implementation date for the global limit. This review focused on whether sufficient fuel would be available in 2020, rather than the cost of compliance. At the time, the priority for the UK maritime sector was to confirm the date of application for the 0.5 per cent sulphur cap as early as possible, to allow shipowners enough time to prepare for the new limit.</p><p> </p><p>The UK played an active role in this work, and was instrumental in ensuring that IMO confirmed the date of application in October 2016, rather than in 2018 in order to provide industry with greater clarity and time to prepare.</p> more like this
