We are therefore unable to provide figures for this period. From 1 January 2014 local authorities have received funding equivalent to the level of BSOG which would otherwise have been paid to operators for running subsidised services in 2014. answer text <p>The impact of HS2 on barn owls was assessed to inform the Phase One Environmental Statement which recorded a nationally significant adverse effect on the UK’s barn owl population.</p><p> </p><p>HS2 Ltd has therefore developed a barn owl mitigation plan to reduce this significant effect. The plan assumes that 80 pairs are affected by the Phase One Scheme and consists of measures to: avoid disturbance to the species during construction; reduce the collision risk of the railway to the birds; provide new artificial nesting sites at a safe distance; and monitor the new nesting sites to ensure uptake by barn owls.</p><p> </p><p>The potential effects on barn owls have also been assessed in the Phase 2a Environmental Statement, and will be assessed in a Phase 2b Environmental Statement in due course.</p> more like this

answer text <p>At the 2015 Spending Review (SR15), the Government restated the long-term Funding Envelope for delivery of the full HS2 scheme of £55.73bn (2015 prices), of which £27.18bn was allocated to Phase One and £28.55bn for Phase Two. We remain determined to deliver HS2 within this total Funding Envelope, with cost targets to be set for HS2 Ltd to deliver the programme below this amount.</p><p> </p><p>We intend to complete Phase 2a by 2027– six years earlier than initially planned. answer text <p><a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/672371/E2_-_Ecological_Impact_v1.5.pdf" target="_blank">HS2 Information Paper E2</a> outlines how ecological impacts have been assessed and how they will be mitigated or compensated for during the construction of Phase One of HS2. It refers to the commitment to seek no net loss to biodiversity. Mitigation measures include the creation of habitat to maintain the populations of protected species. New areas of woodland, grassland, heathland and ponds will be created.</p><p>A route-wide monitoring strategy will be put in place. HS2 Ltd is responsible for maintaining and monitoring the new or managed habitat for a sufficient period to ensure that the nature conservation objectives are achieved. Indicative periods for the management and monitoring of habitats are set out in <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/672401/E26_-__Indicative_Periods_Management_and_Monitoring_of_Habitats_v1.2__2_.pdf" target="_blank">HS2 Information Paper E26</a>. These include plans to monitor replacement woodland for up to 50 years.</p><p> </p><p>A similar approach is being adopted for future phases of the scheme.</p><p /><p />

The Bus Services Act 2017 gives them additional powers to do so through partnership working with commercial operators. It also gives Mayoral Combined authorities the automatic right to franchise their bus network and the Department for Transport can also grant these powers to other local authorities who make a satisfactory business case. The Department is also developing regulations to require bus operators and local transport authorities to provide data, in open formats, about local bus services including routes and timetable data; fares and ticket data; and real time information. We are working closely with industry to develop the regulations and it is intended the requirements will be phased in over the next few years.</p>
