answer text <p>Neither the Maritime and Coastguard Agency (MCA) nor the Department can offer any financial assistance to operators whose vessels may be affected by these increased safety measures. It is not normal practice for the Government to compensate individuals or companies for changes brought about by enhancements in safety legislation. To do so would set a challenging precedent.</p><p>I have asked that the MCA look to achieve a fair balance between proportionality for operators and public safety. However, public safety will always take precedence over all other considerations.</p><p> </p> more like this

answer text <p>The figures shown in table SFR0302 of the UK Seafarer Statistics are based on data collected via the annual Chamber of Shipping Manpower survey. During the data collection period, the Department’s statisticians liaise closely with the Chamber of Shipping to ensure the quality and completeness of the data is as high as possible, with a response rate of around 90% of eligible companies achieved in 2018.</p><p>Where seafarer age is not recorded, efforts are made to contact the companies to obtain these details. However, where companies are unable or unwilling to share this information with the Department, aggregate data will be accepted so that the total number of seafarers covered is as accurate as possible.</p><p>The Department’s statisticians will continue to work closely with the Chamber to seek opportunities to improve the quality of the data collected as part of the 2019 survey, including exploring whether robust estimates of missing data can be made.</p> more like this

answer text <p>Prior to 2015, the training of ratings did not contribute to the minimum training obligation placed on tonnage tax companies. As a result no ratings are recorded as having been trained on tonnage tax qualifying vessels. The table below shows the numbers since the minimum training obligation was introduced. The Ratings Taskforce, which comprised representatives from industry and the unions, was reconvened to look at promotion of ratings training and employment opportunities. The Taskforce has now been merged with the Merchant Navy Training Board (MNTB) Futures Group which will continue this work.</p><p> </p>

answer text <p>HS2 is one of the most important infrastructure projects in the UK, supported by the House of Commons and by regional leaders across the country. It will regenerate and rebalance local economies and provide unmatched opportunities for passenger and freight travel. I have no intention of halting work on HS2 in Buckinghamshire or elsewhere.</p><p> </p><p>There are already well over 7,000 people and 2,000 businesses working to deliver the HS2 project and early works are well underway.</p><p> </p><p>Once HS2 Ltd has reached agreement with its suppliers and the Government is satisfied about both affordability and value for money, we will make a Full Business Case for Phase One. This will inform Notice to Proceed which is the formal contractual process which enables each Phase One supplier to move from design and development to construction.</p><p> </p> more like this

answer text <p>The Maritime and Coastguard Agency (MCA) consulted upon an Impact Assessment (IA) during a public consultation which ran from 6 November 2018 to 29 January 2019. Consultees were invited to comment on the validity of the analysis in the IA and encouraged to provide information that would help to strengthen this. The IA is now being updated to reflect the range of further information provided through consultee feedback.</p><p> </p><p>However, the process is ongoing and policy officials in the MCA are happy to discuss impacts with any interested parties and take onboard relevant evidence for the assessment.</p><p><strong> </strong></p> more like this
