<p>We note the announcement of a special inquiry by the Independent Police Complaints Council. It is crucial that any investigation must be credible and command the trust of the people of Hong Kong. The Foreign Secretary discussed this with Hong Kong Chief Executive, Carrie Lam, when they spoke on 9 August.</p>
