School leaders are best placed to decide how to spend the pupil premium in line with this policy and the needs of their pupils. Schools are not prevented from using the pupil premium to fund capital projects or from carrying over funding between years.</p><p>The Department for Education supports schools to make evidence-based decisions through the work of the Education Endowment Foundation, established to identify and promote effective practice in raising the attainment of disadvantaged pupils. The Department does not monitor how Academies and maintained schools spend the pupil premium but instead holds them to account for the outcomes of eligible pupils through the publication of data in performance tables and Ofsted inspection.</p><p>Where concerns are raised about the performance of an academy then they are addressed by the Regional School Commissioner with responsibility for that area. The Department also takes seriously any concerns about the financial management of a school. We are aware of the findings of the Ofsted report on Audenshaw School relating to its use of the pupil premium, following an inspection in February 2016. We are also aware that the Hon. Member, Andrew Gwynne, has met the Regional Schools Commissioner for Lancashire and West Yorkshire, Vicky Beer, on a number of occasions to discuss his concerns about Audenshaw School Academy Trust. answer	answer is ministerial correction date of answer 12/04/2016 answer text <p>The Government is determined to deliver educational excellence everywhere so that every child, regardless of background, reaches their full potential.</p><p>Information on the proportion of low achieving disadvantaged pupils reaching the expected standard at key stage 4 is available from the KS2-4 transition matrices for disadvantaged pupils[1] on RAISEonline. These show progression from sub-levels at key stage 2 to grades at key stage 4 for a range of subjects, for both disadvantaged and other pupils. Similar information is not published regularly for progression between other key stages.</p><p>In 2015 the National Audit Office and the Public Accounts Committee reviewed the pupil premium and concluded that while it is too early to assess the full impact of the funding, there is evidence that the attainment gap between disadvantaged pupils and their peers has started to narrow.</p><p>The Department for Education's gap index provides a more accurate measure over time in light of changes to assessments. It shows that attainment has risen and the attainment gap between disadvantaged pupils and their peers has narrowed - by 7.1 per cent at key stage 2 and 6.6 per cent at key stage 4 since 2011, the year the pupil premium was introduced.</p><p>This means better prospects and a more prosperous life as an adult for this group of pupils. In 2011-12, the premium was allocated for each pupil known to be eligible for Free School Meals, looked after children and children of parents in the armed services. Pupil premium allocations to schools are mainly based on the number of pupils on roll at the time of the January school census who have been registered for free school meals at any point in the preceding six years.</p><br /><p>We are working to encourage all families who meet the current criteria toregisterfor free school meals. The Department’s eligibility checking system has made it much easier and quicker to check which families are entitled to free school meals.</p><br /><p>The Department has also published a registration form to help schools to identify pupils who are entitled to free school meals and the pupil premium. The government is determined to deliver educational excellence everywhere so that every child, regardless of background, reaches their potential.</p><br /><p>Over the last Parliament, £6.25 billion was invested in the pupil premium to give schools additional resource for raising the attainment of disadvantaged pupils. The Public Accounts Committee’s recent report on funding for disadvantaged pupils recognises the government’s success in narrowing the attainment gap between disadvantaged pupils and their peers since the introduction of the pupil premium.</p><br /><p>Key stage 2 reading, writing and maths results for disadvantaged pupils rose by almost 6 percentage points from 2012 to 2014, narrowing the gap with other pupils by over 2 percentage points.
