answer	answer is ministerial correction date of answer 12/10/2017 answer text <p>The Secretary of State for Exiting the European Union visited Northern Ireland in September 2016 meeting with the then Northern Ireland Executive and stakeholders including NI Screen and SONI (System Operator for Northern Ireland). He also visited Dublin last September for his first overseas visit following his appointment as Secretary of State. He has not visited the border between Northern Ireland and the Republic of Ireland, however I have visited Northern Ireland twice since joining the Department as Parliamentary Under Secretary of State and accompanied the Secretary of State on his Dublin visit. The Government respects the role of Parliament in this process and has committed to keeping both Houses informed throughout. However, the Government also takes seriously its commitment not to publish anything that would undermine its negotiating position. After withdrawal, the UK will take back control of its laws. The Repeal Bill will end the supremacy of EU law. Our domestic law will once again be supreme. The Charter of Fundamental Rights (the Charter) only applies to Member States when acting within the scope of EU law. The Charter did not create any new rights. Instead it was intended to catalogue the rights that already existed in EU law, and the bill sets out how this underlying law is being converted into UK law at the point we exit the EU. In our position paper, the UK provided clear assurance that the CTA can continue to operate in its current form and can do so without compromising in any way Ireland’s ability to honour its obligations as an EU Member State, including in relation to free movement for EEA nationals in Ireland. If the EU wishes, the UK would be content for such an assurance to be reflected in the Withdrawal Agreement. As an indication of the number of civil servants in attendance at negotiations in Brussels, at the second round we had over 90 civil servants in attendance, and for the third round, over 100. The total number of staff will vary from round to round as we deploy the negotiating team best able to work on the issues under negotiation. We are drawing together expertise from a wide range of departments where there is specific relevant knowledge on the issues to be negotiated.</p><p>I can confirm that of the Department for Exiting the European Union staff who attended the negotiations in July and August, none were seconded from outside of Government.
