answer text <p>The Overseas Territories, including Gibraltar and the Falkland Islands, are responsible for their own contingency planning. We regularly meet with the Overseas Territories, and provide advice and support on contingency planning to ensure they are prepared to trade with the EU in all scenarios. In the event of a no deal, HMG has agreed to guarantee funding for specific EU projects in the Overseas Territories, should it be required.</p> more like this

answer text <p>British sovereignty over Gibraltar is not negotiable and the Government is negotiating a deal that works for the whole UK family, including Gibraltar. We will never enter into arrangements under which the people of Gibraltar would pass under the sovereignty of another state against their wishes, nor enter into a process of sovereignty negotiations with which Gibraltar is not content. We are proud that Gibraltar is British and our position on sovereignty has not, and will not, change.</p> more like this

answer text <p>The UK has not agreed that Gibraltar will be excluded from the territorial scope of the future relationship between the EU and the UK. The UK, in a letter to the EU Council, and the Council, in the minutes of the Special November Council, set out their shared interpretation that Article 184 of the Withdrawal Agreement, which concerns the UK and the EU’s future relationship, imposes no obligations regarding the territorial scope of future agreements. The UK also made clear we will only agree a deal on the future which works for the whole UK family and we will negotiate a deal that works for Gibraltar.</p><p>The Article 50 Council guidelines are an internal matter for the Council in Article 50 format. Statements or actions by the EU institutions or other member states have no effect on the United Kingdom’s sovereignty over Gibraltar.</p><p>On Gibraltar, we have worked constructively with both the EU and the Government of Gibraltar throughout the process of agreeing the Withdrawal Agreement. We have ensured that Gibraltar is covered by both the Withdrawal Agreement and by the Implementation Period. We look forward to taking a similar approach for the future.</p><p> </p>

answer text <p>The Protocol on Gibraltar will form part of the Withdrawal Agreement between the United Kingdom and the European Union. The Agreement will be laid in the House under section 13(1) of the European Union (Withdrawal) Act 2018 once negotiations are concluded. answer text <p>The UK Government has made clear that it intends to fully involve Gibraltar as we prepare for exit from the EU, to ensure Gibraltar’s interests are properly taken into account. <br><br>I have been closely involved in considering Gibraltar’s priorities from the start of the EU exit process. On 20 July, my first debate in my role as a minister at the Department for Exiting the European Union was a Westminster Hall debate on the EU Referendum and Gibraltar (https://hansard.parliament.uk/Commons/2016-07-20/debates/16072020000001/EUReferendumGibraltar). <br><br>The Secretary of State for Exiting the European Union and I met the Gibraltar Chief Minister on 12 September 2016 and I held a meeting with the Chief Minister and representatives of Gibraltar industry and trade unions on 1 November. <br><br>At a multilateral level, Minister for the Overseas Territories, Baroness Anelay and I met with leaders of the Overseas Territories on 2 November 2016 at the UK-Overseas Territories Joint Ministerial Council. We committed to taking forward future engagement through the creation of the UK – Overseas Territories Joint Ministerial Council on European Negotiations (JMC – OT EN), to meet in February.<br><br>I chaired the first meeting of the UK-Gibraltar Ministerial Forum on EU Exit took place on 7 December 2016, with Foreign and Commonwealth Office Ministers taking part alongside the Chief Minister and Deputy Chief Minister of Gibraltar.</p>
