answer text <p>The Spending Review 2015 made available more than £200 billion to local councils for local services up to 2019-20.</p><p> </p><p>Funding for children’s services is an un-ring-fenced part of the wider local government finance settlement. It is for local councils to determine how to spend their non-ring fenced income on the services they provide, including services for children in care. Local councils increased spending on children and young people’s services to over £9 billion in 2015-16.</p><p>To help local councils redesign their children’s services to achieve higher quality and better value for money, we have invested £200 million since 2014 in our Innovation and Partners in Practice Programmes.</p> more like this

In March 2016 the government published <em>Adoption: a vision for change - </em><a href="https://www.gov.uk/government/publications/adoption-a-vision-for-change" target="_blank">https://www.gov.uk/government/publications/adoption-a-vision-for-change</a> - which set out the government’s plans to address challenges in the adoption system over the next 4 years. answer text <p>The adoption leadership board quarterly data reports at <a href="https://www.gov.uk/government/publications/adoption-leadership-board-quarterly-data-reports-2016-to-2017" target="_blank">https://www.gov.uk/government/publications/adoption-leadership-board-quarterly-data-reports-2016-to-2017</a> show that there were 2,030 children in England who were waiting to be placed for adoption with a placement order at 30 September 2016. This is interpreted to be the number of looked after children in England at 30 September 2016 who had an active adoption decision and were the subject of a placement order but had not yet been placed with their adoptive family at that time.</p><p>Equivalent information for Scotland, Wales and Northern Ireland is not available in the Department.</p> more like this

answer text <p>There are clear duties in place to ensure that all exclusions are lawful, reasonable and fair.</p><p>The Department statutory guidance on exclusion: ‘Exclusion from maintained schools, Academies and pupil referral units in England’ covers the process from start to finish, and includes specific requirements in relation to pupils with Special educational needs and disabilities (SEND). In particular, head teachers should make additional efforts to consider what extra support may be required to avoid exclusion of pupils with SEND, and as far as possible, should avoid permanently excluding pupils with an Education, Health and Care Plan/Statement.</p><p>There are safeguards in place to ensure schools follow these rules. This includes a process by which all decisions to exclude can be (and in the case of longer or permanent exclusions, must be) reviewed by the schools’ governing board. For permanent exclusions, parents can also request a review of the decision by an independent review panel, who can direct or recommend that the governing board reconsider their decision. Parents also have the right to request a special educational needs expert who can advise the review panel, impartially, of the relevance of special educational needs to the exclusion.</p><p>We expect all schools to adhere to these rules and we will be reminding schools of their responsibilities.</p><p> </p><p> </p>
