answer text <p>Leaving the European Union provides a once-in-a-generation opportunity to reform agriculture. Phasing out Direct Payments in England will free up money so we can reward farmers for delivering public goods, including environmental outcomes. We will phase out Direct Payments gradually over a transition period of 7 years. This will give time for farmers to adapt and prepare for the new environmental land management system, which will allow farmers to decide how best they can deliver environmental benefits from their business and their land.</p><p> </p><p>We will pay Direct Payments for the 2019 scheme year on the same basis as for 2018 and plan to allocate the money paid in Direct Payments for 2020 in much the same way that we do now. The Government has also pledged to continue to commit the same cash total in funds for farm support until the end of the Parliament, expected in 2022. The figure includes all EU and Exchequer funding provided for farm support under both Pillar 1 and Pillar 2. Furthermore, all Pillar 2 agreements signed by 31 December 2020 will be funded for their lifetime.</p><p> </p><p> </p>

answer text <p>There are no outstanding Countryside Stewardship claim payments for 2015 as the first agreements did not commence until 1 January 2016. Over 99% of eligible Countryside Stewardship 2016 claims have received their payments and there are six claims to complete.</p><p> </p><p>Over 99% of Environmental Stewardship eligible claims have received their 2015 and 2016 payments. For 2015 there are 14 claims to complete, and 53 claims to complete for 2016.</p><p> </p> more like this

answer text <p>There are a number of reasons for delays in issuing Countryside Stewardship and Environmental Stewardship payments. These include complex rules, requirements, processes and systems which have made the scheme overly complicated. The Rural Payments Agency took on responsibility for issuing Countryside Stewardship and Environmental Stewardship payments in October 2018. It is simplifying the administration of the scheme as far as possible under the current EU system by streamlining processes, making changes to IT systems and boosting the workforce to speed up processing.</p><p> </p> more like this

answer text <p>On 9 February 2018 a further 37 new groups were signed up to the Countryside Stewardship Facilitation fund. The addition of these groups to the scheme means that there are now 97 groups covering over 500,000 hectares of holdings in England with three year contracts. answer text <p>As part of our preparations to leave the EU, we have carried out a rigorous programme of analytical work that has assessed the impact of various EU withdrawal scenarios on the UK farming sector.</p><p> </p><p>Part of that programme has included modelling work co-funded between the four UK agricultural departments. In August 2017 FAPRI-UK published this analysis in the report “Impacts of Alternative post-brexit trade agreements on UK agriculture: sector analyses using the FAPRI-UK model”. It considers the impact of different trading scenarios on many farming commodity sectors.
