answer text <p>Taxi and private hire vehicle (PHV) services must be accessible to those who rely upon them, and disability awareness training can be effective in equipping drivers with the skills and knowledge to provide all passengers with the assistance they require. The Department is currently considering the responses to the consultation on the draft Accessibility Action Plan which will inform the updated Best Practice Guidance for taxi and PHV licensing authorities. It is the Department’s expectation that the guidance will include a recommendation that authorities should use their existing powers to require prospective drivers to complete disability awareness and equality training.</p><p> </p><p>I announced in a Westminster Hall debate that I would be setting up a working group to consider current issues concerning taxi and PHV licensing, reporting its findings to me in the new year.</p> more like this

answer text <p>In looking at vacancies as target staffing levels compared to actual staffing levels, the total for the Department and the Executive Agencies is outlined below.</p><p> </p><p>There is some inconsistency with reporting which may skew the results, with DVLA and DVSA both providing Full Time Equivalent numbers as opposed to Headcount. Highways Agency was part of the Department between January 2015 and April 2015 but their figures are not included in subsequent months. answer text <p>The Government is responsible for setting the regulatory structure within which local licensing authorities in England and Wales license private hire vehicle (PHV) operators. It is the responsibility of these authorities to ensure that any person or organisation to whom they grant an operator licence is ‘fit and proper’ to hold such a licence and compliant with PHV legislation. Furthermore, once a licence has been issued, licensing authorities have an ongoing responsibility to ensure that operators continue to be ‘fit and proper’.</p> more like this

answer text <p>Coastguard patrols in Redcar, North Yorkshire and the rest of the UK are undertaken by volunteer Coastguard Rescue Officers. These patrols support the delivery of search, mud, cliff, and water rescue by enabling the volunteers to enhance their local geographical knowledge.</p><p> </p><p>Each volunteer undertakes a minimum of eight hours patrolling a year and are encouraged to take as many voluntary patrols as they believe are necessary to meet these operational requirements.</p><p> </p> more like this

answer text <p>The Department for Transport does not currently hold any data on the number of taxi or private hire vehicle (PHV) drivers who have been reported for offences against passengers.</p><p> </p><p>I am glad that my honourable Friend has agreed to be a member of my Task and Finish Group on Taxi and Private Hire Vehicle (PHV) licensing, which is considering cross-border working, enforcement and passenger safety as key areas for discussion. I have tasked the group with providing focused recommendations for action, which I look forward to receiving for consideration in the New Year.</p> more like this
