answer text <p>The Government rigorously assesses the capacity of the UK to counter non-military attacks through the Strategic Defence and Security Review (SDSR) process. In light of the ever-changing national security environment and in support of the SDSR 2015, the National Security Council (NSC) commissioned a focused National Security Capability Review (NSCR), published in March 2018. This set out how we could develop, deliver and deploy our considerable national security capabilities to maximum collective effect to address the increasing and diversifying threats to our national security, including from non-military attacks.</p><p> </p><p>The NSCR also introduced the Fusion Doctrine, which seeks to use our full range of security, economic and influence capabilities to maximum effect in pursuit of our national security goals.</p> more like this

answer text <p>Departments continually review workforce plans, reprioritise and assess changing needs, which includes identification and cessation of non-priority work where appropriate. We have accelerated our plans, and at the same time, the Civil Service as a whole is working to ensure that EU Exit Implementation is carried out to high quality without impacting public service delivery across the whole of government. The Cabinet Office has staff working on EU exit implementation for a range of scenarios in the interests of preparedness, however the percentage of time spent on exiting the EU without a deal is not recorded or easily accessible.</p><p> </p><p>Cabinet Office are currently looking to increase the numbers of staff trained to be part of the Civil Contingencies Secretariat to form a flexible pool to be used if and when required. This work is ongoing and the number of staff who will be part of this work is not yet available.</p> more like this

answer text <p>Given the complex international nature of sovereign debt, we continue to believe that internationally-agreed approaches are the most effective way to improve sovereign debt transparency and sustainability. Sovereign governments are ultimately responsible for their own borrowing, and the UK supports the IMF and World Bank’s efforts to improve the capacity and capabilities of sovereign borrowers to fulfil this responsibility. The UK also recognizes that official and private creditors have an important role to play in securing debt transparency and sustainability. The G20 agreed Operational Guidelines for Sustainable Financing for official creditors in 2017. The UK is now working through the G20 to monitor an industry-led initiative by the Institute of International Finance (IIF) to improve the transparency of lending of private creditors.</p><p>UK-based lenders are also already subject to extensive prudential disclosure requirements under UK law. The Capital Requirements Regulation requires firms to disclose the geographic distribution of their credit exposures, including those to central banks and governments, if the loans are material.</p>
