answer text <p>We are not able, in the time available, to assess how many schools have received the pupil premium in total since its introduction in 2011 as this data is not held in the format requested. However, in the 2013-14 financial year, 19,986 schools attracted funding due to having one or more pupils who had been registered for free school meals at any point in the previous six years. There were also 1,349 schools (maintained special schools, special academies, pupil referral units (PRUs) or Alternative Provision academies) for which the local authority received any pupil premium funding due, in line with the conditions of grant. These figures do not take into account schools receiving pupil premium plus for looked after children, as this funding was also allocated to local authorities to distribute.</p><p> </p><p>The gap in pupils achieving Level 4 or above in key stage 2 reading and mathematics has narrowed from 19.3 to 16.2 percentage points between 2011 and 2013. The gap in pupils achieving at least five good GCSEs including English and mathematics has narrowed from 27.4 to 26.7 percentage points over the same period.</p><p> </p><p>Whilst it is too soon to see significant evidence of the impact of the policy on the national attainment statistics, our assessments of the policy show an improving picture. Ofsted concurs with this view, and in its most recent report of July 2014 stated that schools are using the funding more effectively than ever before to raise the attainment of their disadvantaged pupils, and that gaps in many schools are beginning to close, in some cases quite quickly.</p><p> </p>

The aim of the Pupil Premium is to help schools close the attainment gap, with funding focused on those children who have been on free school meals at some point in the last six years.</p><p> </p><p> </p><p> </p><p>The Government respects the right of parents to choose how their children are educated, whether this is at home or in any of the institutions available to them. However, parents who choose to home educate their children must take responsibility for the costs.</p><p> </p><p> </p><p>Local authorities have the power to choose to give assistance to parents who home school. This can include providing support to children with special educational needs, whether or not they have a statement or Education, Health and Care (EHC) plan. The 0-25 SEND Code of Practice makes it clear that local authorities should work with parents and consider whether to provide support in the home to help the parents make suitable provision. Where an authority draws up a statement or EHC plan which ‘names’ home education as the right provision for the child then they must make any additional special educational provision set out by the statement or plan.</p>

answer text <p>Pupil premium funding is allocated to state-funded schools for each financial year rather than by school year, primarily on the basis of the number of pupils recorded in the January school census as having been registered for free school meals (FSM) at any point in the last 6 years. A smaller proportion of pupils attract the pupil premium on the basis of being looked after, or having left care through adoption or under a Special Guardianship, Residence or Child Arrangements Order.</p><p>The Department for Education has published illustrative pupil premium funding allocations for the financial year 2014-15, based on census data from 2013. Final allocations for 2014-15 will be published later in the year, based on pupil data gathered through the January 2014 school census and the spring 2014 children looked after data return (and also the October 2014 school census, for adopted and other previously looked after pupils who were not recorded as such in the January 2014 school census).</p><p>From the data on which the published illustrative allocations for 2014-15 are based, the Department estimates that 430,350 pupils in reception, year 1 and year 2 will attract pupil premium funding on the basis of having been registered for FSM at any point in the last 6 years.</p><p>Pupil premium final allocations for the financial year 2015-16 will be based on pupil data gathered through the forthcoming January 2015 school census and the spring 2015 children looked after data return. Final allocations for 2015-16 will be published towards the end of 2015. To ensure we have the best estimates, we are working with primary schools and local authorities so that registration rates for benefits-related FSM are maintained for pupils in reception, year 1 and year 2 classes.</p>

answer text <p>I wrote to 87 local authorities in March and April 2014, raising my concern about the 2013 examination results of disadvantaged pupils in particular maintained schools within their areas, and asking them to support those schools’ improvement. The recipient list and criteria are below and will be published on GOV.UK shortly.</p><p> </p><p>Letters were sent to local authorities where ministerial letters had been sent in the spring to a small number of maintained schools expressing concern about the progress of disadvantaged pupils at key stage 2, and the progress and/or overall attainment of disadvantaged pupils at key stage 4. Pupil premium allocations are published each year at top tier local authority, constituency and school level.
