answer	answer is ministerial correction date of answer 29/03/2023 answer text <p>People who have a Universal Credit claim but their award is nulled (received a nil award) during the qualifying period will not be entitled to a Cost of Living Payment.</p><p> </p><p>The DWP has published an Impact Assessment of the 2023/24 Cost of Living Payments which is available <a href="https://publications.parliament.uk/pa/bills/cbill/58-03/0244/SocSec(AdditionalPayments)IA.pdf" target="_blank">here.</a></p><p> </p><p>During the qualifying period for the first 2022/23 Cost of Living Payment of £326, an estimated 7,000 households received a nil award due to sanctions.</p><p> </p><p>People are only sanctioned if they fail, without good reason, to meet the conditions they agreed to. 97.6% of sanctions in the quarter to October 2022 were applied for failing to attend a mandatory appointment at a Jobcentre.</p><p> </p><p>These sanctions can often be resolved quickly by claimants getting in touch and attending their next appointment. answer	answer is ministerial correction date of answer 26/04/2021 answer text <p>No assessment has been made of the (a) rate of Universal Credit sanctions on claimants who have a mental health condition and (b) effect of those sanctions on those people.</p><p> </p><p>We engage on an individual level with all of our claimants and are committed to tailoring support to their individual needs. This includes agreeing realistic and structured steps to encourage claimants into, or closer to, work, where appropriate. These conditionality requirements are regularly reviewed to ensure that they remain appropriate for the claimant. Claimants will not be asked to do anything unreasonable in light of the impact of their health condition, and any work related requirements will be compatible with public health guidelines.</p><p> </p><p>Where a claimant has failed to meet their requirements, we will look at any evidence of good reason, including individual circumstances and health considerations, such as shielding, when considering if a sanction is warranted.</p><p> </p><p>An equality analysis has been undertaken by the Department for Work and Pensions on the reinstatement of conditionality across affected benefits, and provided to the Secretary of State so she can fulfil her Public Sector Equality Duty (PSED) responsibilities. The reintroduction of conditionality and sanctions represents a return to business as usual and not a change in policy which requires direct consultation.
