answer text <p>The Youth Offer launched on the 20 September 2020 and provides support for 16–24-year-olds who are on Universal Credit to help them move into employment. It includes three elements:</p><p> </p><ul><li>The Youth Employment Programme, which provides young people dedicated intensive Work Coach support in finding &amp; applying for jobs, with additional assistance available for those who have recently begun their Universal Credit claim.</li><li>Youth Hubs, which bring together in one location DWP services with local support provided by youth experts. answer text <p>Disabled people and people with health conditions are a diverse group so access to the right work and health support, in the right place, at the right time, is key.</p><p> </p><p>The Government therefore has an ambitious programme of initiatives to support disabled people and people with health to start, stay and succeed in work. These include: Employment Advisors in NHS Talking Therapies; the Work and Health Programme; Access to Work grants; Disability Confident; a digital information service for employers; Disability Employment Advisers in Jobcentres; increasing Work Coach support in Jobcentres; increasing access to Occupational Health; and expanding the Individual Placement and Support in Primary Care programme.</p><p> </p><p>Building on this, we announced significant additional investment during the 2023 fiscal events. Alongside the delivery of our existing initiatives, we are now focused on delivering this package which includes: introducing Employment Advisors into MSK services; a new voluntary employment programme called Universal Support (US) which will provide wraparound support to 100,000 people a year once fully rolled out; WorkWell in approximately 15 pilot areas to provide light touch work and health support; exploring new ways of providing individuals receiving a fit note with timely access to support through our call for evidence launched on 19 April 2024; and establishing an expert group to advise on a voluntary national baseline for Occupational Health provision.</p><p> </p><p>The Department for Work and Pensions Jobcentre youth offer provides a range of options to those seeking employment, including young Black Londoners. Additionally, we are taking targeted action where there is a high ethnic minority employment gap. The DWP Youth Offer provides individually tailored work coach support to young people aged 16 to 24 who are in the Universal Credit Intensive Work Search group. This includes the Youth Employment Programme, Youth Employability Coaches for young people with additional barriers to finding work, and Youth Hubs across Great Britain.</p>

answer text <p>We acknowledge the Youth Employment Group’s report calling for the Government to adopt a Young Person’s Guarantee and note the five recommended policy proposals.</p><p> </p><p>The Government is committed to delivering targeted support for all young people, no matter what their start in life or the challenges they face, to give them the best chance of getting into work.</p><p> </p><p>Within DWP, the Youth Offer provides individually tailored Work Coach support to young people aged 16-24 who are on the Universal Credit and searching for work. As published in <a href="https://questions-statements.parliament.uk/written-questions/detail/2023-10-13/202513" target="_blank">PQ 202513</a>, we have expanded Youth Offer support to enable more young people on Universal Credit to see a Work Coach in a Youth Hub or to benefit from the expertise of our Youth Employability Coaches.</p><p> </p><p>By extending the Youth Offer to other Universal Credit claimants we are helping more young people not in education, employment or training who claim Universal Credit to access this essential support. Some Youth Hubs will also offer a drop-in facility where these young people who do not have a UC claim will be able to access support.</p><p> </p><p>Lastly, we recognise that ensuring young people have the most appropriate support, education or training to enable them to enter sustained employment and progress in their careers requires a cross-government approach. In partnership with DfE and DCMS, we have established a new cross Government Forum on Youth Skills for Life and Work. The forum provides an opportunity for departments to identify and act on opportunities to work closer together on crosscutting youth issues and to equip young people with the skills for life and work that they will need to fulfil their potential and drive growth for the country.</p>

answer text <p>The most recent Official ONS Labour Market Statistics, for the period October to December 2022, show that the current youth employment rate was 54.1%. This is up 3.2% on 2010 figures and 6.6% above the G7 average.</p><p> </p><p>This Government remains committed to delivering a comprehensive and tailored package of support for 16–24-year-olds claiming Universal Credit and seeking employment or progression through the DWP Youth Offer. This includes an initial 13 weeks of intensive help through the Youth Employment Programme, Youth Employability Coaches for those with complex barriers to employment and our national network of partner led Youth Hubs.</p><p> </p><p>For the young people of Stourbridge, the Dudley Youth Hub is a fundamental part of the support offered. Through this Hub, our work coaches can meet with claimants who have a barrier to employment in an alternative setting that allows them to feel at ease and engage with a range of on-site services. Examples of this include a range of employer and recruitment events, Disability Employment Advisors matching claimants with Disability Confident employers and regular National Career Service pre-employability training.</p>

answer text <p>We understand the significance local knowledge can play in providing tailored support. Our DWP Youth Hubs provide a range of services adapted to local needs and are a starting place for young people.</p><p> </p><p>Partnership working is central to the DWP Youth Offer. Through our partnership network we are engaging with a broad spectrum of providers including colleges, charities, and local authorities to develop place-based responses that support youth employment, including where appropriate, through Youth Hubs.</p><p> </p><p>Our locally formed and locally led Hubs bring together partner organisations and offer skills, training, and employment provisions. We empower our DWP Work Coaches within each Hub to maintain a youth friendly environment and support our young Universal Credit claimants looking to move in to work.</p><p> </p><p>As part of the DWP Youth Offer we provide intensive support during the first 13 weeks of a claim to help young people access the right opportunities for them and Youth Employability Coaches (YECs) who are helping young people overcome complex barriers to employment, as well as offering 6 weeks of in-work support once they move into work. YECs work closely alongside Disability Employment Advisors to support those with disabilities and health conditions, and partner organisations who can provide specialist advice.</p><p> </p><p>There were over 160 locally lead Youth Hubs open in January 2022. As of 8 November 2022, there are over 150 open Youth Hubs. Youth Hubs and their services are based in external partner owned premises. Local DWP teams and external partners delivering Youth Hubs jointly discuss the ongoing need for hubs in particular areas and take account of a range of factors, notably the number of young Universal Credit claimants searching for employment in that local area.</p>
