answer text <p>The MoJ spent £182,428,000 on non-payroll staff in 2015-16. Successive administrations have recruited non-payroll staff to fill short-term business critical roles where the permanent workforce does not have the required skills. These roles are mainly linked to major reform programmes. Agency workers are also recruited into administrative roles where it is value for money to have a flexible workforce due to peaks and troughs in demand. However as part of this Government's MOJ Transformation programme the department is looking to reduce expenditure on non-payroll staff.</p> more like this

answer text <p>From July 2014, recruitment for SCS posts have been managed centrally by Civil Service Resourcing. Data prior to that date is not held centrally and could only be obtained at disproportionate cost.</p><br /><p>As part of its long-term economic plan, this Government has reduced the size of the Civil Service by 22%, adjusting for Machinery of Government changes that moved staff into and out of the Civil Service since the 2010 General Election, representing a significant increase in efficiency and productivity that helped save taxpayers £2.8 billion last year alone.</p> more like this

answer text <p>In August, the Home Secretary commissioned Sheila Drew Smith OBE of the Committee on Standards in Public Life to undertake an independent review of the governance proposals first set out in the IPCC’s response to the Home Office’s Triennial Report, which was published by the IPCC on 12 August 2015. The independent review will assess the fitness for purpose of the IPCC’s proposals, and will report to the Home Secretary before Christmas. After the conclusions of the independent review have been considered, the Government will announce the next steps.</p> more like this

answer text <p>The Home Office collects data on the number of Police Community Support Officers (PCSOs) employed by each police force in England and Wales. The number of PCSOs for Sheffield Basic Command Unit (BCU) was only collected until March 2012.</p><p>The accompanying data tables show the number of PCSOs in each police force in the Yorkshire and Humber region, and the total for all forces across England &amp; Wales, as at 30 September 2014 (the latest available figure) and 31 March 2010. The Home Office does not hold officer numbers for Scotland or Northern Ireland. Figures for Sheffield BCU are also included for March 2010.</p><p>As HMIC has made clear, there is no simple link between police numbers and crime levels, between numbers and the visibility of police in the community, or between numbers and the quality of service provided.</p> more like this

answer text <p>The Home Office is confident that the Independent Police Complaints Commission (IPCC) has the capacity to deliver its core functions and continues to be resourced adequately to deliver its expansion. The IPCC met its targets with regards to taking on a higher caseload in 2014/15 and is on course to meet its targets this year.</p><p>In February 2013, the Home Secretary committed to allocate further resource to the IPCC to allow it to investigate all serious and sensitive cases involving the police. This will be delivered as part of a wider change programme due to be completed by the end of 2017. In addition to the IPCC’s core budget, £18 million was allocated for this expansion in 2014/15 and £30 million for this year. Funding for future years will be determined in discussion with the IPCC.</p><p>The IPCC reports on its performance annually to Parliament. This report contains statistics on the number of investigations carried out each year. The IPCC’s annual reports can be found in the Library of the House.</p>
