answer text <p>We are not aware of any specific reports that Turkey has trained and recruited former Islamic State militants to aid its operations in Afrin. However, affiliations and allegiances between opposition and extremist groups within Syria are known to be fluid and we would not discount the possibility that former members of Daesh have taken part in Turkish-led operations in Afrin.</p> more like this

answer text <p>Ministry of Defence (MOD) officials are working closely with colleagues from across Government to manage the consequences of exiting the EU under a 'no deal' scenario. We firmly believe it is in the interests of both the EU and the UK to strike a deal.</p><p> </p><p>That remains the goal on both sides and we are confident that this will be achieved. But it is the job of a responsible Government to prepare for all scenarios, so we have already carried out significant 'no deal' preparations for the unlikely event that we reach March 2019 without agreeing a deal.</p><p> </p><p>As part of the Department's 2018-19 EU exit allocation from Her Majesty's Treasury, funding was provided to sustain an enhanced number of Offshore Patrol Vessels to ensure that the MOD has the ability to meet the anticipated additional Fisheries Protection requests from the Department for Environment, Food and Rural Affairs following the UK departure from the EU.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>

answer text <p>As at 21 January 2019, the number of alleged instances of breaches or violations of International Humanitarian Law (IHL) in Yemen listed on the &quot;Tracker&quot; database maintained by the Ministry of Defence (MOD) is 409. Of these, 15 are duplicate entries, which means that some incidents will have been recorded on more than one occasion likely because of the incomplete nature of Non-Governmental Organisation and media reporting upon which the MOD relies to update the &quot;Tracker&quot;.</p><p>The MOD does not assess allegations of IHL violations. The Saudi-led Coalition is best placed to do this and does so through its Joint Incident Assessment Team.</p> more like this

answer text <p>Civil authorities and emergency services provide the first response to crises, emergencies and/or major incidents within the UK. They can however request Military Aid to the Civil Authorities (MACA) when they require additional or niche capabilities as described in 'Joint Doctrine Publication 02, UK Operations: the Defence Contribution to Resilience and Security'.</p><p>Defence participates actively in the Cabinet Office coordinated National Risk Assessment (NRA) process. The NRA, which is refreshed every two years, is a compendium of the most significant risks, or scenarios, that could manifest in the UK over the next five years. As part of the development and assessment of these scenarios the extent to which Defence may be required to provide MACA is considered.
