The ongoing conflict adds to the challenges around this. There have been signs of progress: October's parliamentary elections, the first Afghan-led and secured election since 2001, saw over four million Afghans vote. We are now working with partners to encourage Afghanistan's Election Management bodies learn lessons from these elections ahead of the presidential poll in 2019.</p><p>The UK believes that a political solution to the conflict between the Taliban and the Afghan government is the only way to achieve lasting stability in Afghanistan. We have focused on those who were directly responsible for the units that have been identified by multiple reports from credible international organisations as committing human rights violations in Rakhine. answer	answer is ministerial correction date of answer 10/12/2018 answer text <p>Through diplomatic action the UK seeks to show there will be no impunity for perpetrators of sexual violence in conflict in Burma, including in Kachin and Shan States. In September 2018 the UK co-sponsored the UN Human Rights Council Resolution which established a mechanism to collect and preserve evidence of human rights violations in Burma, including Kachin and Shan states, for use in future prosecutions. The Resolution also called for Burma's Commission of Inquiry to hold to account all those responsible for crimes committed during military operations in Rakhine State, including conflict-related sexual and gender-based violence. The British Ambassador most recently visited Tibet from 26–30 June 2017, with other EU Heads of Mission representing their individual countries. Our Ambassador is the UK representative for the whole of China and we believe it is important she is able to visit all areas – including Tibet. answer	answer is ministerial correction date of answer 06/12/2018 answer text <p>We do not hold statistics of the number of UK journalists who have been denied access to, or expelled from, Tibet and China in the last five years.</p><p>Access to Tibet by all foreign passport holders is heavily restricted by the Chinese authorities. This includes journalists. We continue to urge the Chinese authorities to lift the visit restrictions imposed on foreigners. The Government regards the Tibet Autonomous Region as part of the People’s Republic of China, and we consistently urge China to respect all fundamental rights, including in Tibet, in line with both its own constitution and the international frameworks to which it is a party.</p><p>Access to other parts of the People’s Republic of China is more freely given to UK journalists, but under certain restrictions. We issued a specific recommendation, calling on China to implement the recommendations by the UN Committee on the Elimination of Racial Discrimination on Xinjiang, and to allow the UN to monitor the implementation. We also raised our concerns about Xinjiang in our Item 4 statement at the September UN Human Rights Council, and we supported the statement of 26 October by the European External Action Service highlighting concerns about Xinjiang.</p><p>I raised our concerns about Xinjiang with Vice Minister Guo Yezhou during my visit to China on 22 July 2018.
