answer text <p>Solar PV is a UK success story. In 2013 we estimated that solar capacity would reach 10-12GW by 2020. We now expect Government support to bring forward around 13 GW by 2020. The Feed-in Tariff remains open to solar PV which provides an incentive for businesses to invest in rooftop solar.</p> more like this

answer text <p>National Trading Standards (NTS) work with various bodies including the police to tackle mass marketing frauds across all sectors, including energy.</p><p> </p><p>The NTS scams team works with local authorities to provide support to victims. The team currently has agreements with nearly two hundred local authorities to provide additional support for victims in their areas to them rebuild their lives.</p> more like this

answer text <p>In 2012, the then Government consulted on a proposal to amend the scope of the Estate Agents Act 1979 (EAA) to help businesses to innovate and grow and allow new business models to emerge.</p><p> </p><p>The EAA regulates the conduct of estate agency work and lays down the duties agents owe to clients and third parties.</p><p> </p><p>Enforcement is carried out by The National Trading Standards Estate Agency Team who regularly reviews the redress mechanisms.</p> more like this

answer text <p>The Consumer Protection from Unfair Trading Regulations 2008 (CPRs) prohibit traders, including builders, from engaging in unfair commercial practices against consumers. The regulations apply across all business sectors and set out a framework for how businesses must deal with consumers. Enforcement of the CPRs is by local authority trading standards services.</p><p>The Government amended the CPRs in 2014 to give consumers a new private right, making it simpler to bring their own civil actions for certain breaches. The Government also enhanced consumer protection through the Consumer Rights Act 2015, which clarifies consumer rights and remedies when contracting with traders for the provision of services. Traders are required to carry out a service with reasonable care and skill, within a reasonable time and at a reasonable cost where the price has not been agreed upfront. Where a service is not carried out in compliance with these requirements, the consumer is entitled to ask for a repeat performance of the service, or if appropriate, get a price reduction up to the full amount paid.</p>

answer text <p>The Working Group on Product Recalls and Safety was announced by my hon. Friend the Minister for Small Business, Consumers and Corporate Responsibility in October 2016. The Group first met on 1 November 2016. It has subsequently met on 14 December and 8 February and the next meeting is due to take place on 13 March.</p><p> </p><p>The Working Group is tasked to develop options to improve the system of product recalls and safety with an immediate focus on recommendations to improve the safety of white goods such as tumble dryers.</p><p> </p><p>The Group is chaired by Neil Gibbins, Former Deputy Chief Fire Officer, Devon and Somerset. answer text <p>The National Health Service leadership bodies have set out their own plan for delivering financial sustainability for the NHS, in the <em>Five Year Forward View</em> (October 2014) and <em>Strengthening Financial Performance and Accountability </em>document (July 2016), in which NHS Improvement confirm their expectation is that providers will deliver a net deficit of £580 million in this financial year. A copy of this document is attached.</p><p> </p><p>NHS Improvement reports progress against this plan for NHS providers on a quarterly basis. The <em>Quarterly performance of the provider sector as at 30 September 2016</em> report was published in November 2016 and is attached.</p><p> </p><p>This confirms that the net deficit across all NHS providers was £648 million at the end of quarter two. Progress by the end of this quarter is encouraging, with 26% fewer NHS providers forecast to end the year in deficit than in the prior year and with the overwhelming majority of providers on track to hit the financial plans they have set out for the current year.</p><p> </p><p>There is no room for complacency. That is why the NHS needs to stick to its strong financial plan, supported by our £10 billion investment and series of measures to help hospitals become more efficient and reduce the use of expensive agency staff.</p>

answer text <p>The Better Care Fund (BCF), implemented from the beginning of 2015-16, is the first national, mandatory integration policy. Its overarching aims are to keep people living independently at home and prevent them from needing more support.</p><p> </p><p>In 2015-16, it was a minimum £3.8 billion nationally and local areas pooled an additional £1.5 billion, taking the total to £5.3 billion. In 2016-17, it will be increased to a mandated minimum of £3.9 billion and early analysis of BCF plans indicates that local areas have once again pooled over and above the minimum, taking the total to approaching £6 billion.</p><p> </p><p>The BCF has set the foundation, but we want to go further, faster, to deliver joined up care. The ways local areas integrate will be different, and some parts of the country are already demonstrating different approaches, which reflect models the government supports.</p><p> </p><p>It is hoped that devolution can act as an enabler of integration in health and social care. Where areas are excelling in their integration work, devolution has the potential to act as a next step for further opportunities, including greater integration between health and other public services.</p><p> </p><p>We are currently designing the criteria and assurance process for the best-performing integration areas to graduate from the BCF. The <em>Integration and Better Care Fund Policy Framework for 2017-19</em>, due to be published later this month, will set out the requirements for BCF plans and further detail on the graduation process.</p>
