answer text <p>In 2015 the then Director of Public Prosecutions commissioned Sir Richard Henriques to conduct an Independent Inquiry into allegations made against Lord Greville Janner, which was published on 19 January 2016. Sir Richard was asked to conduct a thorough and independent review into the approach and decision making of the CPS in relation to past investigations by Leicestershire Police which concluded in 1991, 2002 and 2007. He made a number of recommendations with regard to CPS procedures and guidance. This inquiry was separate to and independent of the prosecution of Lord Janner which concluded in March 2016.</p><p> </p><p>As to the Independent Review of the Metropolitan Police Service's handling of non-recent sexual offence investigations in 2016, I refer the noble Lord to my previous answer [HL14520].</p> more like this

answer text <p>Legal aid for housing advice is available to help people with a range of housing problems, subject to statutory means and merits tests. The Legal Aid Agency (LAA) frequently reviews market capacity to make sure there is adequate provision around the country, and moves quickly to ensure provision where gaps may appear.</p><p> </p><p>As of 1 March there is at least one provider offering housing and debt services in all but 4 procurement areas, representing over 97% coverage across England and Wales. The Legal Aid Agency has since undertaken a further tender to secure provision in the remaining areas. Irrespective of location in England and Wales, legal advice for housing remains available through a telephone service as well.</p><p> </p><p>The following table shows the number of providers operating in each of the locations enquired about, and the number of procurement areas which fall within each. The LAA monitors access to legal aid-funded services by geographic location using ‘Procurement Areas’. answer text <p>The National Criminal Justice Arts Alliance is part-funded through the Ministry of Justice grant to CLINKS. Whilst there is no separate budget to fund arts and literacy programmes, such activity has for many years been funded at local level through prison education budgets. Both the new education commissioning routes available to governors from 1 April make explicit provision for arts, literacy and other cultural activity as a means of engaging prisoners in learning. The activity also enables progression to higher levels, develops human and social capital, and improves life skills, employability and wellbeing, thereby helping to prevent re-offending.</p><p> </p><p>In 2016, ‘<em>Arts, culture and innovation in criminal justice settings: a guide for commissioners</em>’, published by the National Criminal Justice Arts Alliance, set out and summarised a growing body of evidence that demonstrates the positive impact of the arts in criminal justice settings in engaging, motivating and providing opportunities for people to develop new skills, as well as discover new ways of behaving and relating to others. On Friday 22 March 2019, the Ministry of Justice published a tool which arts organisations can use to measure the intermediate outcomes from activity they deliver within the criminal justice system. This will support them in demonstrating their effectiveness to commissioners.</p>

answer text <p>HMP Berwyn has been operating well since it opened and represents a key part of our investment to reform and modernise the prison estate.</p><p>We are increasing the population at Berwyn at a measured rate that ensures the safety of prisoners and staff. As with any new prison there have been planning and implementation issues which we have worked hard to resolve, and we know there will be more to do as we move towards full occupancy.</p><p>Lessons learned from Berwyn, along with our extensive consultation of stakeholders and prison design experts, will shape our approach as we develop an estate that can improve rehabilitation and create safe and secure environments for staff and offenders.</p> more like this

answer text <p>We do not routinely measure the average length of stay of offenders in prison as to do so would mean examining a range of data including some offenders’ individual records. Therefore, to answer this question could only be done at disproportionate cost.</p><p> </p><p>We do, however, prepare and publish the mean and median average time served by released prisoners in England &amp; Wales according to sentence length. The revised figures presented here are based on unrounded average time served data. This change has had the effect of revising all of the previous time served figures and this has also resulted in a change in all of the 'percentage time served' figures.</p><p> </p><p>(2) Due to improvements in IT systems, the 2015 prisons admissions data was taken from a different source, and, for statistical reporting purposes only, are produced using a different method.</p><p> </p><p>The figures in these tables have been drawn from administrative IT systems which, as with any large scale recording system, are subject to possible errors with data entry and processing.</p>
