answer text <p>DLUHC shares the cross-government objective of increasing the use of Modern Methods of Construction (MMC). MMC provides an important opportunity to improve the quality of new homes, deliver greater energy efficiency, reduce construction waste, improve productivity and address the shortage in construction skills.</p><p>New technology and innovation have improved productivity, quality and choice across a range of sectors and the Government wants to see the same happen in housing.</p><p>Building regulations apply equally to homes built using Modern Methods of Construction as those built using traditional methods. Developers are responsible for carrying out a full risk assessment of any construction project, including ensuring any new techniques are used correctly.</p> more like this

answer text <p>This report reaffirms our finding that disparities in incomes are significant and persistent, both within and between different parts of the UK. These findings reinforce the scale of the challenge we face, but also the vital need for levelling up. The living standards mission sets out government's ambition to narrow the gap in living standards between different areas of the country.</p><p>The report's use of the ONS's Gross Disposable Household Income (one of the supporting metrics for the living standards mission) as a data source adds considerable nuance and detail that provides important insights for levelling up and avenues for future research. This analysis also shows the value of improving subnational data to deepen our understanding of the UK's disparities and how they can be addressed. The Department for Levelling Up Housing and Communities is continuing to work with the ONS and others to improve our subnational data, and will continue to engage with experts like the Resolution Foundation to build the evidence base that we need to deliver levelling up.</p><p>Our Levelling Up and Regeneration Bill will enshrine in law our commitment to report on spatial disparities within the UK. To do this, we will continue to develop and monitor the suite of metrics we outlined within the Technical Annex of the Levelling Up White Paper, which will enable us to evaluate progress and better understand what works to improve outcomes across different places.</p>

answer text <p>The Government is committed to delivering a fairer and more effective rental market that works for both tenants and landlords. We will publish a landmark White Paper this spring that will set out proposals to create a fairer and better quality private rented sector.</p><p>The Government does not, however, support the introduction of rent controls to set the level of rent at the outset of a tenancy. Historical evidence suggests that these would discourage investment in the sector, and would lead to declining property standards as a result, which would not help landlords or tenants.</p><p>Landlords are able to increase rents <em>during</em> a tenancy as agreed with the tenant in a rent review clause of the tenancy agreement, or via a Section 13 notice up to once a year. If within a periodic tenancy a tenant and landlord are unable to agree on the rent increase they can refer the matter to the Property Chamber of the First-tier Tribunal for independent adjudication.</p> more like this

answer text <p>The Government's 'British energy security strategy' builds on the Prime Minister's 'Ten point plan for a green industrial revolution', and the 'Net zero strategy'. Renewable technologies will play a key role in reaching the UK's ambitious Carbon Budget and Net Zero targets. The strategy sets out a series of changes to the planning system to support the delivery of renewable infrastructure, including offshore and onshore wind and solar.</p><p>As part of the strategy the Government has committed to cut the time it takes for offshore wind projects to get planning and regulatory consents and secure grid connections. Our goal is to reduce the time it takes to get planning consent from up to four years to one year, from when applications are submitted to final decision.</p><p>In addition to these changes to offshore wind, for onshore wind, we will consult this year on developing local partnerships for a limited number of supportive communities who wish to host new onshore wind infrastructure in return for benefits, including lower energy bills. The consultation will consider how clear support can be demonstrated by local communities and local authorities.</p><p>For ground-mounted solar, we have announced that we will consult on amending planning rules to strengthen policy in favour of development on non-protected land, while ensuring communities continue to have a say and environmental protections remain in place. We will publish a consultation on these measures in due course. As part of this we will also gather evidence on the use and suitability of the existing permitted development rights which allow for the installation of solar equipment on and within the curtilages of domestic and non-domestic premises. This will inform any changes that are taken forward.</p>

answer text <p>As set out in the National Infrastructure Strategy, the delivery of high-quality national infrastructure, including clean energy projects, is a key priority for this Government. Through Project Speed, the Government has set the ambition that by September 2023, some projects will be able to go through the Nationally Significant Infrastructure Projects (NSIP) process up to 50% faster. Later this year, the Government will consult on reforms to the National Significant Infrastructure Project (NSIP) regime which will support the improved delivery of green energy projects. <br> <br> Underpinning these reforms is the Energy Secretary’s current review of the Energy National Policy Statements, which will reflect the policies and broader strategic approach set out in the Energy White Paper and ensure we continue to have a planning policy framework which can support the infrastructure required for the transition to net zero. <br> <br> As set out in the Net Zero Strategy, we also intend to review the National Planning Policy Framework to make sure it contributes to climate change mitigation as fully as possible, and help bring greenhouse gas emissions to net zero by 2050.</p>

answer text <p>The <em>Charter for Social Housing Residents: the Social Housing White Paper</em>, published in November 2020, set out how the Government will transform the regulation of social housing to deliver a better deal for tenants. The White Paper set out a broad package of reforms to enable the Regulator of Social Housing to introduce robust, proactive regulation of consumer issues such as safety, transparency and tenant engagement, alongside the existing economic regulation regime. These changes will ensure social housing landlords will be held to account for delivery of good quality services to tenants.</p><p>The White Paper also included measures to respond to problems that have arisen in certain parts of the social housing sector, Some of which will include where exempt accommodation is provided. These include introducing a “look through power” to better investigate the dealings of registered providers with bodies outside the regulated sector; changing the definition of what a “non-profit” provider really is; and ensuring that the Regulator is notified when control of a registered provider changes.</p><p>While not all exempt accommodation is social housing, these powers will support the Regulator of Social Housing to do its job even more effectively for those landlords that are registered with it.</p><p>The Regulator has already taken action against 23 lease-based providers of specialised supported housing. The Government fully supports action to ensure landlords are providing safe, secure and decent accommodation.</p><p>In addition, the Government is committed to resolving these issues within the sector. My department has provided £5.4 million to five local authorities (Birmingham, Blackburn with Darwen, Blackpool, Bristol and Hull) to test ways of improving quality and value for money in supported housing in year-long pilots. The pilots in September 2021 and the findings will be published in due course, along with a summary of best practice from the pilots. We are also considering what further action may be needed and I have not ruled out legislative options to regulate the sector.</p><p>Supporting the most vulnerable people in our society continues to be a priority for the Government and I’m committed to continue to raising standards in the sector.</p><p> </p><p> </p><p> </p>

answer text <p>The National Planning Policy Framework already sets out that local authorities should assess the types of specialist housing needed for older people, and this should be reflected in their local planning policies. We also continue to review the departmental programmes and engage with key stakeholders, ahead of setting out a proposed way forward for the planning reforms.</p><p>Furthermore, we have recently announced a new taskforce on the issue of older people's housing, which will look at ways we can provide greater choice, quality and security of housing for older people, and support the growth of the sector in this country.
