answer text <p>In his written statement (HCWS535) the Secretary of State explained that before he takes his final decision on the Buckinghamshire unitary proposals, there is a period until 25 May 2018 during which those interested may make further representations. Thereafter having regard to all relevant information then available to him, he intends as soon as practicable to take his final decision, and if that decision is to implement one of the proposals, to seek Parliamentary approval to the necessary secondary legislation. If Parliament were to approve any such legislation, the expectation is that the earliest any new unitary authorities could be established is April 2020.</p> more like this

answer text <p>Whilst the Secretary of State is committed to consider any proposals for unitarisation or mergers where requested, his current priority in relation to the six Oxfordshire councils is ensuring that the ambition demonstrated by Oxfordshire’s housing deal - to which all six councils have now agreed – is delivered against. Accordingly he has no immediate plans to reach a judgement on the proposal to replace all six councils with a new single council, which three of the six councils have submitted.</p> more like this

answer text <p>As to the future of two tier local government, my Rt Honourable Friend, the Secretary of State, told the Other Place that whilst 60 per cent of English people are currently served by unitary authorities, we expect the number to be higher in five years' time. answer text <p>The Government is clear that devolution should be an on-going process, not a one-off opportunity. In addition to commitments involving the immediate transfer of budgets and functions, deals negotiated to date include a wide range of commitments to further joint working between local partners and Government, including the development of business cases and Memoranda of Understanding on particular themes. Mayors and combined authorities are fully expected to seek to build on these opportunities, as well as to come forward with additional ideas where they have the capacity and vision to drive further growth and reform in their areas.</p><p>Accordingly, the Government is working with areas where devolution agreements have already been reached to understand any additional proposals for further devolution. For example, at the Autumn Budget 2017, the Chancellor announced packages for further devolution to the West Midlands and Greater Manchester mayoral combined authorities. The Chancellor also announced the Government’s intention to explore the scope for further devolution with the Tees Valley and Liverpool City Region mayoral combined authorities, and discussions are in progress.</p>

answer text <p>In 2016 the Government launched a consultation to seek views on proposals to move to more frequent property revaluations for business rates. Respondents from business groups indicated that they supported reducing the period between revaluations. In the Autumn Budget 2017 the Chancellor announced that the frequency of property revaluations would increase from every 5 to every 3 years following the next revaluation. This will ensure bills more accurately reflect the properties’ current rental value and relative changes in rents. This was welcomed by the British Retail Consortium as a positive move to improve the fairness of the system. At the Spring Statement the Chancellor announced that the next revaluation will be brought forward to 2021 from 2022 to enable businesses to benefit from this change at the earliest point.</p> more like this
