It is the best way to protect jobs and economic prosperity here and in the EU, and to avoid a hard border between Ireland and Northern Ireland, while respecting the referendum result and the integrity of the United Kingdom.

In financial services, we have successfully agreed commitments for working towards a future framework with the EU, set out in the Political Declaration. These touch on the full spectrum of the UK’s White Paper position. Crucially, both sides intend to take decisions on granting equivalence at least 6 months before the end of the Implementation Period. The joint position also includes establishing processes to ensure close cooperation on regulatory and supervisory matters. This will help to preserve financial stability, market integration and investor protection.

We remain committed to preserving our competitive position in financial services after the UK has left the European Union. Our industry continues to innovate and to move with the times – we have world-leading positions in the markets of the future, including green and sustainable finance, FinTech, and renminbi and rupee products.

answer text
The UK Government is supportive of the United Nations’ Global Compact for Safe, Orderly and Regular Migration, both as a step forward in international co-operation to tackle irregular migration and as a framework to help us deliver our commitments under the Sustainable Development Goals. The Secretary of State announced the UK’s support for the Migration Compact at the United Nations General Assembly in September 2018, and Minister Burt attended the intergovernmental launch event in Marrakesh in December 2018.

Well-managed migration is in everyone’s interests. But uncontrolled migration erodes public confidence, damages economies, and places people on the move in situations of great vulnerability. The UK is taking significant steps to tackle uncontrolled migration both in our domestic policy work and in our ODA-funded programmes by:

Addressing factors that may force people to migrate irregularly, through our targeted assistance for livelihoods, healthcare, and education and driving economic development;

Tackling modern slavery and organised immigration crime;

Supporting enhanced border management;

Providing critical humanitarian support and protection for vulnerable migrants, as well as offering voluntary return and vital reintegration support to those wishing to return home; and

Supporting refugees to stay in a first safe country through our humanitarian and development work in Africa, the Middle East and Asia.

The Global Compact for Migration supports delivery of these efforts within the international system and enhances cooperation between states without affecting the sovereignty of all countries to control their own borders. The Compact will not in any way create legal obligations for States, nor does it seek to establish international customary law or further interpret existing treaties or national obligations. It does not establish a ‘human right to migrate’ or create any new legal categories of migrant. The GCM emphasises that migrants are entitled to the same universal human rights as any human being and does not create any new ‘rights’ for migrants.

The Compact commits to protecting freedom of expression for the press and public. The freedom of the media to debate all issues of importance to society, including the issue of migration in all its aspects, is fundamental to a liberal society and the UK Government attaches the highest importance to this. The UK reiterated the importance of this when the UN adopted the Global Compact in December 2018.

It also includes proposals which will help the UK make a strong contribution to the delivery of the global Sustainable Development Goals. This includes those relating to orderly, safe, regular and responsible migration and mobility of people; and those intended to eradicate forced labour, modern slavery and human trafficking, and child labour.

The final draft of the Compact is available online at:

https://refugeesmigrants.un.org/sites/default/files/180711_final_draft_0.pdf

answer text Frozen funds held or controlled by financial institutions are required to be reported to the Office of Financial Sanctions Implementation (OFSI) on an annual basis in aggregate. Licence applications are made to OFSI to permit applicants to deal with frozen assets, including to release frozen funds and for designated persons to receive funds in particular circumstances and for a specific purpose. Where licensing applications relate to the release of frozen funds, breakdowns of the sources of those funds are not required as part of the application. Similarly, when the release of frozen funds is authorised, the source of the funds is not specified beyond details about the payment route

more like this

We have partnered with the Government of Odisha to improve the state’s water supply. We have also partnered with the Government of India on its SMART cities initiative. DFID has not had any specific programming on manual scavenging in the last three years; however, the Manual Scavenging Act provides for the rehabilitation of manual scavengers through training in alternative employment. This is the right way forward and should be upheld. DFID is committed to work with India on urban and skills development.
more like this

answer text
We are extremely concerned about the situation for returning refugees, undocumented Afghans and internally displaced people in Afghanistan. Our assistance is based on need and supports the United Nations-led Humanitarian Response Plan in Afghanistan. In 2016 and 2017 the UK provided urgent additional funding to UNHCR to ensure refugees were provided with immediate assistance upon return, including to cover immediate food, shelter and transport costs. In 2018 there have been fewer returns from Pakistan compared to previous years, so the focus of our assistance has changed. In 2018 UK aid will provide humanitarian assistance for up to two million Afghan people. This includes lifesaving food, access to water, shelter, nutrition, healthcare and demining activities. It will also support people who have been displaced for a long time to integrate sustainably into local communities. As recently announced at the Geneva Conference on Afghanistan, we have increased our funding for the humanitarian response to £67 million this year. We continue to press others to do more.
