We advise British businesses to bear in mind the British Government's view on the illegality of settlements under international law when considering their investments and activities in the region. It has long been our position that Israeli settlement activity is illegal and undermines the viability of two states for two peoples. answer	answer is ministerial correction date of answer 23/05/2019 answer text <p>The Foreign Secretary spoke to Brunei’s Foreign Minister, Dato Erywan, on 4 April to express the UK’s concerns about the impact of the Sharia Penal Code. On 11 April, the Foreign Secretary and the Minister for Asia and the Pacific met Dato Erywan and the Finance Minister, Dato Amin Liew, in London. The Prime Minister wrote to His Majesty The Sultan on 1 May. We welcome the assurances thereafter provided by the Sultan on 5 May. In particular, confirmation that the de facto moratorium on the death penalty will apply to punishments under the Sharia Penal Code and the commitment to ratify the United Nations Convention Against Torture. Following this announcement, the Minister for Asia and the Pacific met Dato Erywan and Dato Amin Liew on 7 May. I also welcomed these assurances during my meeting with the Minister of Transport and Infocommunications, Dato Mutalib on 16 May.</p><p>The announcement by His Majesty the Sultan demonstrates the importance of engaging in respectful dialogue and diplomacy to address sensitive issues. The assurances provided by the Sultan are positive and go some way to addressing our anxieties about the human rights situation in Brunei. The Prime Minister raised the plight of the abducted school girls with the President of Nigeria during his official visit to the UK in 2018. We continue to use Ministerial visits, such as the Foreign Secretary's visit last month, and public messaging to ensure that the girls' plight is not forgotten. The UK supported a statement by the local donors' coordination group G13 on 13 March and an EU statement on 26 March condemning the proposed amendments, reiterating support for Guatemala's democratic institutions and calling on the Guatemalan government to respect the independence of the constitutional court. The UK Permanent Representative to the Council of Europe has intervened in the Committee of Ministers in the past, calling on Member States to agree to the publication of all CPT reports concerning that State. The UK Government promotes a general policy of transparency by authorising the publication of the visit reports and the UK responses thereon, encouraging other Member States to do likewise. The Minister for Europe and the Americas raised the issue most recently with the Turkish Ambassador on 13 May. While strongly condemning the ongoing violence perpetrated by the PKK, a proscribed terrorist organisation in the UK, we have encouraged the Turkish authorities to implement the recommendations made by the Committee for the Prevention of Torture following their visit to Imrali prison. In this regard, I welcome the fact that Mr Öcalan was granted access to two lawyers on 2 May. question text	To ask Her Majesty's Government, further to the Written Answer by Lord Bates on 5 February (HL13010), what assessment they have made of the report by the Institute of Development Studies The Persecution of Christians in the Middle East, published in 2017, that estimates that in 2003 there were approximately 1.5 million Christians in Iraq, and that in 2017 that number was between 200,000 and 250,000.

answer	answer is ministerial correction date of answer 22/05/2019 answer text <p>While we are unable to confirm the exact numbers, we are gravely concerned about the decline in the numbers of Christians in Iraq in recent years as also cited in the independent interim report of the Bishop of Truro into the Persecution of Christians. We assess that a number of factors have resulted in this decline, including conflict and insecurity in Iraq and the particular threat posed by Daesh. We continue to engage with the Government of Iraq and the Kurdistan Regional Government on the need to protect the rights of Christians and other religious minorities.
