Whilst we note the severity of the charges and acknowledge that nobody is above the law, the European Court of Human Rights (ECHR) ruled in 2017 that the same charges were &quot;arbitrary and manifestly unreasonable&quot;. This continues to raise questions about the selective application of the rule of law in Russia. All international efforts towards peace in Syria must be in support of the UN-led process. The Syrian Negotiation Commission continues to engage constructively, in good faith and without preconditions.
