<p>The Government recognises that congestion can affect the predictability and length
of bus journey times and the reliability of buses. In 2015, the Department for Transport
published its externally commissioned research into factors that influence bus journey
times, which is attached for your ease of reference. This work included a literature
review of the existing body of work in this area at the time the research was conducted.</p><p>
</p><p>The vast majority of local bus services operate on the local road network for
which local authorities, rather than the Secretary of State, are responsible. Local
traffic authorities have a duty under section 16 of the Traffic Management Act 2004
to manage their road network so as to secure the expeditious movement of traffic,
including bus services, on the network.</p><p> </p><p>The Bus Services Bill recognises
the important role local transport authorities have in this regard, providing them
with new means to work in partnership with bus operators to achieve improvements to
local bus services that benefit passengers and local communities.</p>
