answer text <p>As the Home Secretary said in her statement to the House on 22 November 2021 when announcing the appointment of Rt Hon Dame Elish Angiolini QC as Chair of the inquiry, she will not rule out converting it to a statutory footing should Dame Elish feel that she is unable to fulfil the terms of reference on a non-statutory basis.</p><p>Any such decision would only be taken after discussion with Dame Elish, taking into account official advice, and the House would be informed accordingly.</p> more like this

answer text <p>The Government is committed to improving internet safety for all and the protection of children from harms related to alcohol use.</p><p>It is illegal to sell age-restricted products to underage consumers whether that is offline or online. We expect all retailers to have suitable policies in place to ensure this is the case.</p><p>In March, we launched a call for proposals to explore how technology can improve or enhance achieving the licensing objectives for the sale of alcohol, including age verification. Controlled trials will help to ensure that the government supports the needs of businesses and customers whilst ensuring the right protections are in place for young and vulnerable people in the sale of alcohol.</p><p>The Government has now published its first working version of the digital ID and attributes trust framework. We will continue to work with industry and civil society to develop standards that lead to improved age verification checks both in retail stores and online.</p>

answer text <p>Fire and Rescue Services do vital, life-saving work, and we will continue to ensure that Fire and Rescue Services have the resources and support they need to do their important work.</p><p>Whilst there is a compelling case for a Police Covenant, due to the nature of the job and what society expects of the police, there are no current plans to develop covenants in other sectors.</p><p>Responsibility for health and wellbeing ultimately rests with Fire and Rescue Services and inspection shows that services are rapidly expanding the range of wellbeing support available to their staff.</p> more like this

answer text <p>Racism, in any form, is abhorrent and has no place in our society.</p><p>The police's ability to fulfil their duties is dependent on their ability to secure and maintain public confidence and public support for their actions, as part of the model of policing by consent.</p><p>Police forces which reflect the communities they serve are crucial to maintaining public trust, in a modern, diverse society. The police have worked hard to improve equality and diversity - the workforce is now more diverse than it ever has been, but there is no time for complacency. The Government, with senior police leaders, has stressed the need to increase diversity as part of the drive to recruit 20,000 officers. The Government will continue to work with the service to ensure that the right strategies are in place to recruit and retain officers, including those of a BAME background, as well ensuring that position action measures are being used.</p><p>The Government has put in place a number of measures to ensure that policing is subject to appropriate levels of transparency and accountability - including regular inspection on the way forces engage with communities, frequent publication of data on use of police powers and strengthening the police complaints and discipline systems.</p><p>Accountability is crucial to public confidence in the police. The Government overhauled the police complaints and discipline systems in February 2020, which included greater powers for the police &quot;watchdog&quot;, the Independent Office for Police Conduct (IOPC) to investigate allegations against the police of its own initiative and without a referral from the police. All allegations of behaviour by the police which is aggravated by discrimination must, by law, be referred to the IOPC under its mandatory referral criteria.</p>

answer text <p>The Government recognises that the decline in the number of rape and serious sexual offences being charged and prosecuted in England and Wales is a cause for concern, and we are determined to do everything we can to ensure these appalling crimes are tackled effectively and victims are supported.</p><p>A review of the criminal justice response to rape and serious sexual offences was commissioned in March 2019 by the National Criminal Justice Board (CJB). A sub-group of the CJB is driving forward the review and continues to gather and analyse detailed views from key groups and agencies across the Criminal Justice System to enable us to better understand how the system’s response to rape cases can be improved. The sub-group met in April 2019, June 2019, October 2019 and March 2020.</p><p>The review was due to report its findings to the Criminal Justice Board in Spring 2020, however due in particular to the impact of COVID-19 on the Criminal Justice System, this has been delayed. The Government remains committed to the review and further details will be announced in due course.</p>
