answer	answer is ministerial correction date of answer 13/03/2019 answer text <p>As of 28 February 2019, there are 33,579 Scottish Limited Partnerships (SLPs) registered with Companies House. All registered SLPs are eligible under the terms of the Scottish Partnerships (Register of People with Significant Control) Regulations 2017.</p><p> </p><p>The above regulations also require a Scottish qualifying partnership (SQP) to register with Companies House and deliver information concerning its People with Significant Control (PSC). An SQP is a general partnership constituted under the law of Scotland that is a qualifying partnership under the Partnership (Accounts) Regulations 2008. On 28 February 2019, 369 bodies had declared as being eligible as SQPs and delivered PSC information to Companies House.</p><p> </p><p>The Government published, on 10 December 2018, the response to its consultation on the reform of limited partnership law. The reforms, which include tighter registration requirements, seek to tackle the misuse of limited partnerships, especially Scottish limited partnerships, while modernising the law governing them. Through our industrial strategy, we are currently taking action to reduce the costs of doing business, including cutting corporation tax to 19%, linking business rate increases to the Consumer Price Index (CPI) 2 years earlier than planned, and exempting micro businesses from regulations where possible.</p><p>The British Business Bank is also currently delivering more than £5.9 billion of finance to over 82,000 smaller businesses in the UK, and since 2012, the Start-Up Loans programme has lent over £468m to nearly 61,000 entrepreneurs. answer	answer is ministerial correction date of answer 11/03/2019 answer text <p>Government is exploring options for a single labour market enforcement body – we will publish proposals on this for consultation shortly. More recently we announced that this consultation will consider extending the Gangmasters and Labour Abuse Authority’s licensing scheme to further sectors and that we will ensure trade unions and businesses are consulted on the strategic direction of labour market enforcement.</p><p> </p><p>As part of the forthcoming Spending Review we will consider what level of funding is appropriate to ensure that it is adequately resourced to deliver its strengthened remit.</p><p> </p><p>Government is committed to ensuring fair and effective enforcement. We have taken concrete measures to increase the number of labour market inspectors and extend their coverage.</p><p> </p><ul><li>Government has increased funding for HMRC’s enforcement of the National Minimum and Living Wage (NMW) to a record high of £26.3 million for 2018/19. The NMW enforcement team went from 140 staff in 2015-16 to 424 in 2017/18 (measured on a full-time equivalent basis).</li><li>Funding for the Gangmasters and Labour Abuse Authority (GLAA) has also risen in the last two years to reflect the expansion of its remit to tackle labour exploitation. The GLAA now receives over £7m per year in funding, up from £4.5m in 2016/17.</li><li>The Employment Agency Standards Inspectorate has seen its funding increase from £0.5m in 2016/17 to £0.725m in 2018/19.</li></ul><p> </p><p>The Good Work Plan went further, setting out a number of measures to improve state enforcement of core employment rights. answer	answer is ministerial correction date of answer 11/03/2019 answer text <p>The enforcement of the National Minimum Wage and National Living Wage (NMW) is a top priority for the Government; we have increased HMRC’s enforcement budget to a record high of £26.3 million for 2018-19.</p><p> </p><p>Last year, HMRC identified a record £15.6 million in arrears of wages for over 200,000 workers. In addition, HMRC issued £14.1 million in financial penalties to employers who breached NMW rules; the highest amount ever.</p><p> </p><p>In addition to civil penalties, since April 2016 Labour Market Enforcement Agencies have been making use of new powers to issue Labour Market Enforcement Undertakings and Orders. A two year custodial sentence and/or unlimited fine is available where a business breaches an LME order.</p><p> </p><p>Prosecution is reserved for the most egregious breaches of NMW law. In most cases it is not the best approach to help workers. answer	answer is ministerial correction date of answer 12/03/2019 answer text <p>In the unlikely event of the UK leaving the EU without a deal, CE marked goods that meet EU requirements will continue to be recognised for the UK market for a time-limited period. This means that charity shops and second-hand retailers can, during this period, continue to sell products with CE marking, as before. This will minimise costs to business and consumers.</p><p> </p><p>Before taking any decision to end the period of recognition of CE marking, we will launch a full and thorough consultation with business, including charity retailers.</p><p><br> In terms of selling second-hand goods specifically, then as long as those goods were compliant when first sold in the UK, they do not generally need relabelling before being sold second-hand as long as they are safe. answer	answer is ministerial correction date of answer 12/03/2019 answer text <p>In the unlikely event that the UK leaves the EU without a deal, the Government has decided that, for a time limited period, goods that are CE marked will continue to be recognised and available for sale on the UK market. Before taking any decision to end the period of recognition of CE marking, we will consult with business.</p><p> </p><p>However, for products that require third party assessment of conformity, and where this assessment has been carried out by a UK conformity assessment body and the certificate of conformity has not been transferred to an EU conformity assessment body, the European CE marking will not be able to be applied to that product.
