answer text <p>We worked closely with Public Health England (PHE) to provide Operating Principles for the sector, to help them open shelters as safely as possible where necessary, when self-contained accommodation cannot be made available and when local partners agree that it’s the right thing to do.</p><p>The Night Shelter Working Group membership included representation from PHE, the Department of Health and Social Care, Housing Justice, and Homeless Link. This group has been meeting regularly during the pandemic.</p> more like this

We have announced funding that will give local areas the tools they need to support vulnerable rough sleepers this winter. Our £10 million Cold Weather Fund is available to all local authorities to help them to bring forward self-contained accommodation and to support rough sleepers off the streets. Meanwhile, our £2 million Transformation Fund will help move the faith and community sector a more innovative and Covid-secure options for those who use shelters.</p> more like this

answer text <p>By September our ongoing ‘Everyone In’ campaign had supported over 29,000 vulnerable people, with over 10,000 in emergency accommodation and nearly 19,000 provided with settled accommodation or move on support. Launched in the summer, the Government’s Next Steps Accommodation Programme makes available the financial resources needed to support local authorities and their partners to prevent those accommodated during the pandemic from returning to the streets. We announced allocations of £91.5 million to local authorities on 17 September to pay for immediate support to ensure that as many people as possible do not return to the streets. On 29 October, we announced allocations of more than £150 million to local partners to deliver more than 3,300 new long-term homes for rough sleepers across the country.</p><p>Backed by a further £15 million, the ‘Protect Programme’ forms part of the ongoing targeted support to protect some of the most vulnerable people in our communities from COVID-19. This is on top of the previously announced £10 million Cold Weather Fund for all councils to help keep rough sleepers safe this winter. This takes the total we are spending to tackle homelessness and rough sleeping in 2020/21 to over £700 million.</p>

answer text <p>In January 2020, prior to the Covid-19 pandemic, the Government announced £263 million in funding to local authorities to support them to deliver services to tackle homelessness in 2020/21. At the time, this was is an increase in overall funding for homelessness of £23 million on the previous financial year.</p><p>In total, following the onset of the pandemic, the Government is now spending over £700 million pounds to tackle homelessness and rough sleeping this year alone.</p><p>We have given councils an unprecedented £7.2 billion package of support. This includes £4.6 billion in un-ringfenced funding, £1.1 billion from the Infection Control Fund, £300 million to support Test and Trace, as well as funding allocated to councils from the new Local Alert Level system and a number of grants to support communities and vulnerable people.</p> more like this

answer text <p>The Government has put forward an unprecedented package of support for business in recognition of the disruption caused by Covid-19, including loans, tax relief and cash grants, as well as financial support for employers and self-employed people. In November, the Government announced plans to extend the Coronavirus Job Retention Scheme until March 2021, confirmed an extension to the existing loan schemes to the end of January 2021 and an ability to top up Bounce Back Loans, as well as an increase to self-employed support and over £200 billion in VAT relief, business rate relief, tax deferral, loans and support for individuals. Further grant support totalling £2.2 billion has also been made available to support businesses impacted by the 5 November to 2 December national lockdown and localised restrictions. This is in addition to the £11.86 billion in cash grants already delivered to almost a million businesses in England between March and September.</p><p>In September, the Government extended its moratorium on the landlord's right of forfeiture for non-payment of rent introduced through the Coronavirus Act 2020 until the end of this year. We recognise the impact that this extension has on landlords, lenders and investors; therefore, we expect all sides of the sector to use this time to negotiate on outstanding unpaid rents.</p>
