answer	answer is ministerial correction date of answer 23/03/2015 answer text <p>The Government supports the Protocol to the 2014 Forced Labour Convention and intends to ratify it. A Written Ministerial Statement indicating the Government’s intention to ratify the Protocol was laid before Parliament on 7 January 2015. The Protocol was subsequently laid before Parliament on 6 February and must remain for 21 sitting days to allow scrutiny by both Houses.</p><p>On 24 March, at the end of the 21 sitting days, if neither House has indicated an objection to ratification of the Protocol, the next stage of the process may begin. There will not be sufficient time to complete this process prior to the dissolution of Parliament. The data revealed that in the Home Department:<br><br>• 18,720 (68.59%) of employees identified as White <br>• 5,760 (21.10%) of employees identified as Black or Minority Ethnic (BME) <br><br>This data is based on a total of 27,290 permanent Home Department employees on payroll. The figures for 2011/12 also excluded the British Crime Survey responsibility for <br>which was transferred to the ONS the following year. In addition some significant savings on Home Office research contracts were made in both 2011/12 and 2012/13. <br><br>The government has also created new delivery mechanisms for services such as the locally accountable Police and Crime Commissioners (PCCs), the new Police <br>ICT Company that provides vital support to the police and PCCs with tools to achieve value for money and operational effectiveness, and the creation of a <br>competitive market to provide Forensic Science Services to the police. These changes are likely to result in some R &amp; D investment being delivered outside the Home Office.<br><br>Overall our science and research programmes are flexible and respond to our policy and operational priorities. Of those who responded, 2,090 staff (14%) declared a <br>long-standing physical or mental health condition, illness, impairment or <br>disability. <br><br>63% of respondents declaring a long-standing physical or mental health <br>condition, illness, impairment or disability responded that they were treated <br>fairly at work. 76% of respondents declaring that they did not have a <br>long-standing physical or mental health condition, illness, impairment or <br>disability responded that they were treated fairly at work.<br><br>23% of respondents declaring a long-standing physical or mental health <br>condition, illness, impairment or disability reported that they had personally <br>experienced bullying or harassment at work in the past 12 months. 11% of <br>respondents declaring that they did not have a long-standing physical or mental <br>health condition, illness, impairment or disability reported that they had <br>personally experienced bullying or harassment at work in the past 12 months.<br><br>We are concerned by these results and are taking action. In particular, we are <br>building on our existing programme of work with disabled staff and their <br>managers to ensure the issues are understood so that staff are treated fairly. <br>The Home Office signed the Time to Change pledge and we are committed to <br>raising awareness of mental health issues. As part of our long-term economic <br>plan we have substantially reformed Government communications since the 2010 <br>General Election, abolishing the Central Office of Information and ensuring <br>that Government communications activity is better coordinated and more <br>effective. Thanks to these reforms we have halved the cost to taxpayers of <br>government communications since the 2010 General Election. The NAO has <br>confirmed that Government made savings of £378 million in each of the last two <br>financial years on proactive paid-for communications, compared to a 2009-10 <br>baseline. answer	answer is ministerial correction date of answer 11/03/2015 answer text <p>The Home Secretary signed the Time to Change Pledge on 9 June 2014 showing her commitment to raising the profile of mental health issues in the workplace. <br><br>As part of the Home Department’s commitment, steps have included:<br><br>• The Home Office taking part in the Time to Talk day on 5 February 2015 with the aim of generating conversations about mental health.
