answer text <p>In March 2020, to ensure safety, we paused face-to-face assessments and assessed through paper-based review, telephone and video assessments. Working with providers and the Deputy Chief Medical Officer, we developed guidance to ensure the re-opening of assessment centres and resumption of face-to-face assessments can be conducted safely. Face-to-face will initially be for claimants unable to be assessed through other means.</p><p /> more like this

answer text <p>DWP is providing a range of support to help people with learning disabilities secure and keep employment during the Covid period:</p><p> </p><p>The increased number of work coaches will enable us to continue supporting those with complex needs, and to work with partners to ensure they get the help they need.</p><p><em> </em></p><p>People in particular disadvantaged groups will continue to benefit from local support via the increased Flexible Support Fund and priority early access to the Work and Health Programme.</p><p>The Intensive Personalised Employment Support Programme (IPES) provides highly personalised packages of employment support for disabled people who want to work but have complex needs or barriers and require specialist support to achieve sustained employment.</p><p>Access to Work funds tailored support to disabled people who are in work, including apprenticeships, or participating in DfE Traineeships or Supported Internships. AtW has recently introduced a new flexible offer to support disabled people to return to, move into and retain employment. This enables disabled people to receive in-work support to work in the workplace, at home or a combination of both. <br></p><p><strong> </strong></p>

answer text <p>When a large back payment is made there are a number of mechanisms in place to support a customer, including those who may be vulnerable. These mechanisms depend on the legislative framework within the product line, and include payments being split between the customer and a third party with the customer’s consent, payments being paid in full to a third party who will support the customer to manage the payment, or paying smaller amounts staggered over a period of time.</p><p> </p><p>For example, within Personal Independence Payment (PIP) and Universal Credit, where we identify that there may be an impact on the health, safety and wellbeing of a customer when they receive an arrears payment or a payment outside of their usual payment cycle, we work with the customer to understand their needs and help them to identify and access appropriate support.</p><p> </p><p>This financial management support may include utilising the support of the Department’s Advanced Customer Support Senior Leaders and signposting customers to external organisations. These organisations include the Money Advice Service, Money Advice Trust, Citizens Advice or the customer’s own support worker, to ensure they are supported with the management of these funds.</p><p> </p><p>We also offer budgeting support to customers receiving their regular benefits entitlement. In UC a referral process is in place where a need for Personal Budgeting Support is identified; this includes referral to online information, or a personal appointment by phone or in person to discuss a customer’s individual requirements. In some cases, an Alternative Payment Arrangement is agreed - where for example, payments are made more frequently or directly to a landlord to support claimants with longer term budgeting problems.</p>

answer text <p>The Decision Makers Guide, Volume 1, Chapter 03 is titled Revision. As part of their foundation learning, all new decision makers receive the following training on Revision:</p><p>Decision Maker Foundation Learning Module 05: Common Decision Maker Subjects Part 2: Revision and supersession. This is a 3-hour session delivered by Learning Delivery Officers. This training aims to provide decision makers with the knowledge and understanding of the revision and supersession processes, the differences between them, what an application for revision or supersession is, and how to record the outcome of an application.</p><p>In addition, decision makers who deal with mandatory reconsiderations and appeals undertake the following additional learning:</p><p>Mandatory Reconsiderations and Appeals. This is a 12-hour session delivered by Learning Delivery Officers. This training aims to give decision makers the skills to make a mandatory reconsideration decision accurately and write the outcome clearly, addressing all areas disputed by the claimant.</p>
