We need to carefully balance the right to legal representation - which is a fundamental one - with wider issues of public policy.</p><p> </p><p>HM Treasury does not comment on specific licensing cases. These show that the annual rate of CPI inflation was 10.7% in November, down from 11.1% in October.</p><p>The Office for Budget Responsibility has confirmed global factors are the primary cause of current inflation.
