answer text <p>The six city region mayors were elected for the first time in May 2017, and are already having a visible impact in their local areas, as well as on the national debate. Government is committed to understanding the impact that devolution is having across the country and a series of monitoring and evaluation mechanisms have been developed. These include an independent national expert evaluation panel to carry out consistent analysis of all projects funded through gain share investment funds, as well as local monitoring and evaluation plans.</p> more like this

answer text <p>The Department uses both external assurance and internal governance procedures to assess its ability to deliver its functions.</p><p>Externally, the National Audit Office (NAO) carries out value for money studies of the Department’s work areas and to recommend how to improve value for money and delivery of services. These reports are followed up by the Public Accounts Committee, which makes recommendations to the Department.</p><p>Internally, high-level governance is provided by the Departmental Board, the Audit and Risk Assurance Committee and the Executive Team; the Executive Team also ensures that delivery performance is monitored effectively by Director General-led Portfolio Boards. The Department’s Annual Report and Accounts includes performance monitoring, financial monitoring, and audit, as well as setting out how the Department ensures it can deliver its functions. This includes describing how Departmental capability is assured, for example, through the Department’s People Plan, as well as examining risks to the Department and to delivery of its objectives, and assurance and accountability of local government, the Local Growth Fund, and the Department’s arms’ length bodies.</p><p>Additionally, the Department is currently planning to ensure it can deliver its functions in the future. The work on the Single Departmental Plan sets out what the Department will achieve over the next five years and how we measure success. Our Business Planning work will ensure that the Department has the tools to deliver these objectives.</p>

answer text <p>As part of its family friendly policies, the department’s staff are entitled to apply for up to 15 days special paid leave and up to 12 months extended unpaid special leave in a 12 month period for domestic purposes to deal with matters such as the illness of a dependent (such as a partner, child, parent or someone who relies on the employee for assistance) or to deal with the unexpected disruption or breakdown of normal care arrangements.</p><p>Staff can also apply for unpaid career breaks lasting between one and five years, reviewed and approved subject to operational circumstance. Career breaks are most commonly sought for domestic purposes, notably the care of family members and/or dependants. Staff are able to ask for flexible working arrangements; these can include part time hours, homeworking and flexible start and finish times and such requests are treated seriously and sympathetically.</p><p>These measures provide a comprehensive package of support that can be augmented further on a case by case basis and whilst the department does not have a dedicated paper policy, the department is proud of the significant support it offers carers in their crucial roles.</p>

answer text <p>My Department engages continually with different areas, councils and Local Enterprise Partnerships right across the country, on their ambitions and ideas for driving economic growth and productivity and improving local governance. We have been clear that to secure devolution, areas need to make a significant offer to Government on how they will ensure strong, strategic and accountable leadership across a clear economic geography. To date, in line with this, the most ambitious deals have involved the establishment of directly-elected combined authority mayors. However, as shown by the devolution deal agreed in Cornwall in July 2015 a directly elected Mayor is not always a condition.</p><p>The Government’s manifesto committed to &quot;providing clarity across England on what devolution means for different administrations so all authorities operate in a common framework&quot;. We aim to provide local areas with this clarity on how best to take forward their local growth and local industrial strategy ambitions over the coming months, and recognise that mayoral governance will not be suitable in all areas.</p>

answer text <p>On 4 May, the first six combined authority mayors were elected for Greater Manchester, the West Midlands, Liverpool City Region, Tees Valley, the West of England and Cambridgeshire and Peterborough – representing 9.5 million people in England.</p><p>We have made clear that devolution is an ongoing journey. We agreed at Budget 2017 a ‘minded to’ deal with North of Tyne; a second deal with West Midlands; and further devolution and joint working commitments with Greater Manchester.
